NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is seeking eligible contractors to furnish effort including labor, material, and facilities as may be required to repair the items as specified within this document. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government intends to solicit for the repair of: NSN:1680-01-497-7142, PN: 8656M2, NOMEN: Actuator in support of FMS Kuwait. This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique engineering skills, and repair knowledge by qualified source(s) require repair of the part by the approved source(s). The item listed is subject to the Buy American Act (BAA), which requires delivery of end products of specified countries or as otherwise consistent with the governing statute and implementing regulations. The applicable BAA clauses and certificates will be included in the solicitation and contract. Other potentially applicable clauses and certificates, for example those governing specialty metals, commercial derivative military articles, and the prohibition against acquiring munitions list items from Communist China military companies, will also be included. No other restrictions (for example, those for clothing, roller bearings, etc.) have been identified as applying to the item listed. All responsible sources may identify their interest and provide capability statements in response to this notice. All proposals received by 2:30 PM Eastern Time on 19 DEC 2019 will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Source Approval is required. WSS will not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.
