NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia is seeking eligible contractors to furnish effort including labor, material, and facilities as may be required to repair the items in support of the Common Systems, P-8 aircraft, and FMS departments as specified in the attachment. The Government intends to solicit and negotiate with only one source L-3 Communications Corp. (06401), Salt Lake City, UT 84116-3925 for repair of the items and quantities as outlined in the attached Exhibit A. The intention of this solicitation is to award a repair basic ordering agreement (BOA). The repair BOA will include five (5) base years. The contract will include the repair of the parts listed in the attachment A, and the Weapon System, Ship or Aircraft the items are used on or supports. The government does not possess or cannot provide the data necessary to manufacture/repair these items. The government intends to contract on a sole source basis with L-3 Communications Corp. L-3 Communications Corp.is the Original Equipment Manufacturer (OEM) and the only known source for providing repair support of the listed items. This procurement is being processed in accordance with Part 15 of the Federal Acquisition Regulations (FAR). The applicable NAICS code is 336412. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Source Approval is required. WSS will not delay award while Source Approval is pending. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source.
