The anticipated contract is for Performance Based Logistics (PBL) support of seventeen (17) General Electric F414 engine components (See Attachment A for list of items). The PBL contract will be for a total of five (5) years, starting on 01 MAY 2021 and concluding on 30 APRIL 2026. The awardee shall be responsible for repair of these 17 components and management of a pool of assets to satisfy Depot requirements at a minimum requisition fill rate of 90% first pass, and be capable of manufacturing or supplying the piece parts necessary for repair. The awardee shall also be required to partner with the Fleet Readiness Center Southeast (FRCSE), Jacksonville, FL for repair touch labor. These 17 components are coded sole-source to General Electric. Prospective offerors must submit a source approval request to NAVSUP WSS to become an approved Navy Source of supply. Neither drawings nor repair specifications are available. This procurement is being processed in accordance with Part 15 of the Federal Acquisition Regulation (FAR). The applicable NAICS code is 336412. This requirement will be procured in accordance with FAR 6.301-1, only one responsible source and no other supplies or services will satisfy agency requirements. One or more of the items under this acquisition is subject to Free Trade Agreements (FAR 52.225-3). One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. (FAR 52.225-5). These items require Government Source Approval prior to award. Offers received which fail to provide all data required by the source approval brochure will not be considered for award under this solicitation. Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and/or approval requirements preclude the ability to obtain subject items in time to meet Government requirements, award of this requirement may be continued based on Fleet support needs.
