NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia intends to solicit ELECTRIC MOTOR AND CONTRACTING COMPANY, (9X480) CHESAPEAKE, VA for the repair of 7 line items in support of the Crash and Salvage Crane Electric Motors. The intention of this solicitation is to award a basic ordering agreement (BOA). The repair BOA will include five base years. This contract will include the repair of the parts identified in attachment A. The government intends to contract on a sole source basis with ELECTRIC MOTOR AND CONTRACTING COMPANY. ELECTRIC MOTOR AND CONTRACTING COMPANY is the Original Equipment Manufacturer (OEM) and the only known source for providing repair support of the above optic sensors. This procurement is being processed in accordance with Part 15 of the Federal Acquisition Regulations (FAR). Based on Market Research, the Government’s need cannot be met by a type of item customarily available in the marketplace, FAR Part 12 shall not be used. The applicable NAICS code is 335312. This requirement will be procured in accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. FAR Subpart Subpart 25.1 applies to all items listed on in Attachment A. DFARS 252.225-7000 Buy American-Balance of Payments Program Certificate and DFARS 252.225-7001 Buy American and Balance of Payments Program apply to all items listed in Attachment A. DAFRS 252.225-7020 Trade Agreements Certificate and DFARS 252.225-7021 Trade Agreements apply to all items listed in Attachment A. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All responsible sources may identify their interest and capability to respond to the requirement or submit proposals, quotations or capability statements. This notice of intent is not a request for competitive proposals. However, all proposals received within 45 days (30 days if award is issued under an existing Basic Ordering Agreement (BOA) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses to this notice of intent shall be submitted no later than five (15) days from the date of this synopsis to NAVSUP WSS Philadelphia, Attn: Lorissa Luckenbill, Contract Specialist, Code (N762.25), 700 Robbins Ave, Bldg 1, Philadelphia, PA 19111.
