NAVSUP Weapon Systems Support intends to solicit a 5-year repair Basic Ordering Agreement (BOA) for the Decoder-Receiver (NSN 5895 016697761, PN LPC 762-010976-3), with an estimated 24 repairs per year and 120 total over the BOA period, plus possible spares orders. L3 Technologies, Inc. (L-3 Telemetry & RF Products) is the OEM and only known source with full repair capability, and the Government does not have complete data, drawings, or rights. The item requires Government source approval prior to contract award because it is flight critical and/or the available technical data is inadequate for full and open competition; only previously approved sources will be solicited. New source approval normally cannot be completed in time to avoid delaying award, so unapproved sources must submit the data required by the NAVSUP WSS Source Approval Information Brochure for repair with their offer, or document prior submission, including a cover letter if evaluation is pending at NAVSUP WSS - Philadelphia. Offers missing the required source approval data will not be considered, and award may continue based on Fleet support needs if source approval cannot be processed in time.
