This pre-solicitation synopsis covers repair of 18 video recorder units (NSN 0RH 5836 017308912, P/N 1008-01000-15-102) for Foreign Military Sales Kuwait. The repair is sole source to Mercury Mission Systems LLC, the Original Equipment Manufacturer and only known source with full repair capability, because the Government lacks complete data, drawings, and rights. The Government intends to solicit and negotiate with the prime contractor under FAR 6.302-1, and only sources previously approved by the Government for these repairs will be solicited. Although sole source, all responsible sources may submit capability statements, proposals, or quotations for consideration, but an alternate source must qualify through the design control activity and obtain Government source approval prior to award. If not already approved, sources must provide the information required by the NAVSUP WSS Source Approval Information Brochure for Repair, as approval of a new source normally cannot delay award and the Government may proceed based on Fleet support needs.
