This is a competitive requirement using Best Value. Award will be made to the offeror that represents the best value to the government, price and other factors considered. NAVSUP WSS will consider technical capability (i.e. the offeror must be an approved source for this item to be considered technically capable), past performance via available contracts located in EDA, offered RTAT, and price. Price is anticipated to be evaluated on the basis of adequate price competition. If insufficient price competition is returned under this solicitation, the government reserves the right to request additional documentation to support a fair and reasonable price determination. Price will be considered to be more important than all non-price factors combined.
