Naval Medical Center San Diego (NMCSD) intends to award a firm fixed price sole source contract under the authority of FAR 13.106-1(b)(1)(i), only one source being available to meet the Government's needs to: Kand Medical, Inc. 1341 Distribution Way STE 17 Vista, CA, 92081-8843 The North American Industry Classification System (NAICS) code for this requirement is 339112; the business size standard is 1,000 (# of employees). The objective of this sole source award is to procure Kand Medical, Inc. Q-Wire Localization System and Tumark Tissue Markers for Naval Medical Center San Diego. All required items for the set are listed below. CLIN Description 0001: 271462 - Q-Wire Localization System, 20G, 5cm length, 10 per box Quantity: 10 Unit of Issue: Box 0002: 271464 - Q-Wire Localization System, 20G, 10cm length, 10 per box Quantity: 10 Unit of Issue: Box 0003: 271512 - Tumark Professional Tissue Marker, 18G x 12cm, EYE-Shape, 10 per box Quantity: 14 Unit of Issue: Box 0004: 271560 - Tumark Professional Tissue Marker, 18G x 12cm, U-Shape, 10 per box Quantity: 14 Unit of Issue: Box 0005: Shipping Quantity: 1 Unit of Issue: Each Kand Medical, Inc. is the only source that can deliver the required items due to the proprietary nature of this equipment, no other company was found that has authorized third-party service providers. Additionally, parts utilized in repairs are Original Equipment Manufacturer (OEM) parts/components in order to ensure maximal function and that liability and warranty on devices are intact. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work and are able to provide valid certification to provide service validated by Kand Medical, Inc. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 0700 am Pacific Time, June 03, 2019.
