Notice of Intent to Sole Source The Naval Medical Center San Diego (NMCSD) intends to award a sole source purchase order under the authority of FAR 13.106-1(b), due to only one source being available to meet the Government's needs, to: MEDTRONIC, INC.. 161 Cheshire Ln Ste 100, Plymouth, MN, 55441-5433 The North American Industry Classification System (NAICS) code for this requirement is 811219; the business size standard is $20,500,000. The objective of this sole source award is to procure on Government Owned Covidien Sales LLC, a Medtronic company, SuperDimension iLogic Stereotactic System, SN: N11708 for preventative maintenance in adherence with manufacturer's specifications and the statement of work. Preventive maintenance includes base year with two (2) option years for equipment as listed below: Salient Characteristics for Services must include the following and in accordance with the statement of work: -All technician/engineers must be Original Equipment Manufacturer (OEM) certified for field service prior to work on Medtronic SuperDimension iLogic Stereotactic System, SN: N11708. -All parts must be maintained or repaired by OEM parts. -Two (2) preventative maintenance (PM) per year. -Service agreement must include all labor and travel repairs MEDTRONIC, INC. is the only source that provides service maintenance for the listed Government owned equipment that meets the requirements identified herein due to the proprietary nature of this equipment, no other company was found that could access the equipment to provide maintenance should a problem arise. MEDTRONIC, INC. has patent rights and proprietary ownership of their products, parts, services and does not authorize third party service dealers or retailers to service or resell their equipment of parts. Additionally, parts utilized in repairs are Original Equipment Manufacturer (OEM) parts/components in order to ensure maximal function and that liability and warranty on devices are intact. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 4:00 PM Local Time, May 8, 2019.
