Since 1989, The NAVSEA Miniature/Microminiature Module Test and Repair (2M/MTR) Program has been utilizing Huntron Analog Signature Analysis (ASA) Test Equipment. Module Test and Repair (MTR) Test Routine distribution contains over 7,900 NSN-Part Number combinations for Circuit Card Assemblies (CCA’s), supporting mission critical weapon system fault isolation and subsequent repair. Self-sufficient repair aids mission sustainability and rapid restoration of Operational Availability (Ao). The MTR Test Routines have been developed using Huntron diagnostic test instrument hardware and proprietary Huntron Workstation software. Due to hardware obsolescence (AN/USM-674 Protrack Model 20B/Scanner I) and evolving technology we are transitioning to a next generation tester (AN/USM-726 Model 32) which provides 100% backward compatibility with the current test routine library and currently deployed hardware configuration. The newest operational software iteration developed by Huntron Inc. to operate the currently deployed and the next generation testers is the Huntron Workstation 4.3 software (DDAMS ID 87884). NUWC Keyport, FEO Norfolk, Code 441 is tasked as the Department of Defense and Homeland Security Depot Source of Repair supporting life-cycle sustainment for deployed test stations. The acquisition of Huntron Workstation software maintenance supports life-cycle sustainment of the software application, continued use of the MTR Test Routine development investment and migration to Windows 10 for all currently deployed Protrack/Scanner and Model 32 Test Instruments. Huntron Inc. developed and owns the proprietary and intellectual rights to the software used with the test instruments. Past purchases of hardware have included redistribution rights of the test instrument communication software on a one-to-one basis with a tester. Due to the proprietary status of the software used to operate the Huntron test instruments, continued development of new and the transportability of the existing Test Routine investment (single source pursuant to FAR 13.106-1(b)), it would be disadvantageous for the Government to duplicate the effort by attempting to potentially violate proprietary and intellectual rights held by Huntron Inc. The government proposes to award a single source purchase order under the authority of FAR 13.106-1(b) to Huntron, Inc. for 12-month operational software license.
