Naval Undersea Warfare Center Division Keyport is soliciting for one-hundred (100) each mounting bolt, to be built in accordance with NAVSEA Drawing 53711-2819909 Rev B, Baseline with Drawing Reference - Sequential, and all associated drawings, changes, and specifications. The requirement will include one (1) option for an additional 50 each, which may or may not be exercised. Drawings referenced in this solicitation are restricted by the Arms Export Control Act and are ONLY available to vendors and/or contractors appointed data custodian that are registered with Defense Logistics Information Service (DLIS) Joint Certification Program (JCP). Vendors and/or Contractors that are not registered with DLIS JCP can obtain registration information at www.dlis.dla.mil/jcp/. Restricted drawings and technical information will be available through betaSAM as an attachment to this solicitation. This requirement is being issued as solicitation for non-commercial items in accordance with FAR 13.1. This announcement constitutes the only solicitation. The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-C9. The solicitation issued as a request for quotation (RFQ) is N0025321Q0012 and is attached to this announcement. Provisions and clauses in effect through the latest Federal Acquisition Circulars are included in the attached solicitation. The proposed contract is 100% set aside for small business concerns. Applicable NAICS code for this requirement is 336413 and has a size standard of 1,250 employees or less. The Government requires FOB Destination pricing to NUWC Keyport, WA 98345-7610. Requirements and evaluation procedures are listed in the attached solicitation, which is required to be completely filled out and returned before the solicitation closes. All questions regarding this solicitation should be submitted through email as soon as practicable after receipt of solicitation. Failure to respond to this RFQ and associated amendments (if applicable) prior to the closing date and time established may render an offer non-responsive and result in rejection. Offerors are also advised that these representations and certifications can be completed electronically via the SAM website at http://www.sam.gov. It is anticipated that solicitation N0025321Q0012 will be available on or about November 4, 2020. The solicitation closing date is anticipated to be fifteen (15) days after the issuance of the solicitation package. The actual date and time will be identified in the solicitation. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies and/or services. However, interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government requirements with a commercial item within fifteen (15) days of this notice. "SPECIAL NOTICE: To view the drawings associated with this solicitation, you must request access via betaSAM. This will send an automated email to the Contract Specialist/Purchasing Agent that you have requested to view the drawings. To ensure that your request can be approved, you must submit a completed DD Form 2345 via email to the Contract Specialist/Purchasing Agent listed as the point of contact for this solicitation. Only the Data Custodian listed in block 3 of the DD 2345 will be granted access to Controlled Documents. If you are not the Data Custodian, please have the Data Custodian listed submit a Controlled Document Request in Contract Opportunities within beta.sam.gov. All information stated in the DD form 2345 must match the information stated in JCP. The DD Form 2345 MUST be signed by US and Canadian Officials in blocks 8/9 or the DD2345 is NOT VALID.
