Sources Sought notice, N0025319R0013, was issued on 19 June 2019 for this requirement. As a result, Naval Undersea Warfare Center Division, Keyport (NUWC Keyport) intends to issue a solicitation utilizing FULL AND OPEN COMPETITION for the following non-commercial supply: 15’ Oil Filled Absolute Pressure Switches (Pressure Switches). Items shall be manufactured and delivered In Accordance With (IAW) the Statement of Work (SOW), drawing 6277300 Rev H (6277300H)+ Notice of Revision (NOR) 54/NUWC-K/17022-001, NOR NUWK 6224/0002/ID026338, Weapon Specification(WS) 22017 Rev H (WS22017H), the Statement of Work (SOW), and all associated drawings and specifications. This requirement is being issued as a synopsis for non-commercial items in accordance with FAR 15.101-2, supplemented with additional information included in the solicitation. Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. This procurement will utilize tradeoff source selection processes with subjective tradeoffs. The offerors will be evaluated based on technical acceptability, with a tradeoff between past performance and price. In order to be considered awardable, an offer must be rated “acceptable” in every non-price factor. BASE REQUIREMENT: First Article Test: Twenty (20) Pressure Switches, 6277300, with delivery 180 days After Date of Contract (ADC). First Article Requirement may be waived by the Government for contractors who have successfully manufactured and delivered the parts included on this solicitation. The base year requirement will be for 250 Pressure Switches, manufactured and delivered in accordance with the SOW, Navy drawing 6277300H + NOR 54/NUWC-K/17022, WS22017H, and all associated drawings and specifications. Four (4) pressure switches of the 250 produced are to be delivered as a sample lot. Acceptance of the production lot is dependent upon the successful acceptance of the sample lot. Contract Data Requirements Lists (CDRLs) include lot reports, delivery schedule, and an inspection plan (to be submitted within 30 days of contract award). Government Furnished Property (GFP) will be provided in order to perform testing as required by WS22017H. A list of anticipated GFP will be provided as an attachment to the solicitation. OPTION QUANTITIES This requirement is anticipated to include four (4) option quantities of 250 Pressure Switches, for a total of 1,000 additional switches. Requirements for manufacture, delivery, inspection and acceptance will be identical to that of the base year, with the exception of first articles (CLIN 0001). In accordance with WS22017H, option quantities will still require four (4) sample switches and 246 production switches. The solicitation number for this requirement when issued will be N0025320R0004. It is anticipated that the resultant contract will be a Firm-Fixed Price (FFP) contract. The applicable NAICS code for this requirement is 335313. Offers shall be FOB Destination to NUWC Keyport, WA 98345-7610. Portions of this requirement may contain Foreign Military Sales. Drawings Referenced in this solicitation are restricted by the Arms Export Control Act and are ONLY available to vendor’s/contractor’s appointed data custodian that are registered with Defense Logistics Information Service (DLIS) Joint Certification Program (JCP). Restricted Drawings and Technical Information will be are available through beta SAM as an attachment to this solicitation when it is released. Questions and Answers: Q1: While I’m reviewing this solicitation, I found a discrepancy on NSN. There is no NSN 5930-1017274878. It’s 1 more digit in this NSN. Can you confirm this NSN, please? A1: This item shall be manufactured IAW the NAVSEA drawing, and only the NAVSEA drawing should be used as a valid reference. The drawing does have a NSN assigned by the Navy Supply System, but it is not currently supported. The RFP will be amended changing all NSN references to the internal Unique Material Master (UMM) number 000000001017274878. Q2: Can we see the changes between Rev G and Rev H for Drawing WS22017? A2: Yes, we have added a controlled attachment of Drawing WS22017 Rev H that is marked for the changes between Rev G and Rev H. Q3: Concerning Reference Document WS 22017H Paragraphs 3.2.2.4 Switch Actuation and 3.2.2.6 Oil Reservoir. It is my understanding that in operation, the oil will be used to a) isolate the sensing diaphragm from sea water and b) it serves as the pressure transfer media to actuate the isolated diaphragm. In other words, another diaphragm is exposed to sea water which reacts to increasing or decreasing pressures. Q3a. For my own cognizance, is the purpose of this design approach to create redundancy? A3a: The intent of the oil filled reservoir is to provide separation between the sea water and the switch such that only the portion of the switch housing above the O-ring groove and the rubber diaphragm are in contact with salt water during normal operation. The switch is mounted to the seawater inlet pump manifold (GFE hardware provided once under contract) and is exposed to operating depth/pressure. Some of these switches will see many cycles as they can be installed in exercise torpedoes which are recovered at end of run and disassembled, refueled, and reassembled for further testing. The switch is also functionally tested by the mechanic using a test set to verify actuation/deactuation at the appropriate pressure prior to installation into the weapon and also once the weapon is completely assembled. Q3b. More importantly, there is a difference in actuation (i.e. closing of electrical contacts) between Para. 3.2.2.4 and 3.2.2.6 whereby the former states 19.2 to 23.6 psia while the latter specifies 19.2 to 28.1 psia when the reservoir fluid is removed. This possibly confirms my “redundancy” assumption, but begs the question of why the top limit goes from 23.6 to 28.1 psia. Please explain. A3b. The redundancy assumption is correct, the intent is for the switch to still be operational in the unlikely event that oil has leaked from the reservoir. This is the purpose of the diaphragm cutter: to pierce the rubber and allow seawater to fill the reservoir such that the switch still actuates (with the higher pressure tolerance level given to allow additional force to pierce the rubber, flood the reservoir, and actuate the switch). Q4: Concerning Reference Document WS 22017H Paragraphs 4.6.3.7 Pressure, non-operating and 4.6.3.10 Pressure, Operating. Para. 4.6.3.7 states the pressure is applied externally to “Zone B” and Para. 4.6.3.10 specifies the external pressure is applied to “Zone A”, both are callouts in Figure 3 (page 33). Q4a. Since this is a cylindrical device, are not Zone A and Zone B the same? Please confirm. A4a. The intent of the spec is for Zone B to be the entire switch and Zone A to point upwards only representing pressure applied to the sense port (above the O-ring groove). This was clarified in contract document Exhibit B Section 3.7.5. Q4b. Also, does this mean that the diaphragm exposed to sea water will be subjected to 3,000 psig or are we supposed to create a test fixture that isolates the diaphragm and connector and only expose the cylindrical portion of the switch to those pressures? It appears that the pressure port and connector will be exposed to this pressure. This would also mean that 3,000 psig is the Proof Pressure for this device. Please confirm. A4b. Confirmed, the entire switch must survive being subjected to a proof pressure of 3,000 psig. Q5: Concerning Reference Document WS 22017H Since I do not see an endurance requirement, I assumed this is a one-time use based on the application. However, the fact that there is a minimum hysteresis requirement of 2.2 psi (Para. 3.2.2.4), begs the following questions: Q5a. How many operational pressure cycles are expected during a mission or multiple missions? A5a. A single torpedo run would encounter a single actuation once the weapon reaches a depth of 15’ and a single deactuation at end of run when it comes back up to the surface. The pressure switch is a safety interlock for the torpedo that inhibits engine start unless closed, any change in switch state will cause an immediate safety shutdown of the weapon while operational. As stated above these are functionally tested prior to installation and also following installation during functional testing of the built-up weapon. The total number of cycles per switch lifetime is open-ended based on weapon deployment schedule and future program history, but we would estimate less than 100 cycles. Q5b. What are the expected low and high pressures per cycle? A5b. This corresponds to maximum operating depth which is classified. The pressure limits contained in WS 22017 should be sufficient for design guidelines. Q6: “Would it be helpful if I submitted a “rough draft” of our FAT, showing the progress and where we stand as well as an in depth plan for production?” A6: This may be useful in the technical review of capabilities to understand your ability to meet the governments requirements for testing on this item. While not a requirement, you may include this information in your proposal. *ANNOUNCMENT * This is an announcement and request from our office (10/5/20): Please make sure that the technical proposal part of your bid is thorough and adheres to all requirements from the RFP and post on betaSAM.
