Naval Undersea Warfare Center Division Keyport intends to award a purchase order to AgustaWestland Philadelphia Corporation (AWPC) at 3050 Red Lion Road, Philadelphia, PA 19114 (CAGE 0PPN8, a large business). This requirement is for a Site Survey Report that includes a service bulletin in accordance with Federal Aviation Administration standards to perform the installation, integration, and testing of five AN/ARN-153 Collins Aerospace TACAN units onto five Philippine Naval Air Group, AgustaWestland AW109 helicopters, and a materials list with recommended sources of supply. The helicopters operate from Philippine Navy ships that the U.S. Government supports via Foreign Military Sales (FMS) cases. This procurement supports Foreign Military Sales (FMS) Case PI-P-LFX for the Philippine Navy. The purchase order will be awarded to AWPC pursuant to 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements. AWPC is the original equipment manufacturer (OEM) of the AW109 helicopter and owns the proprietary technical data package; government purchase of the technical data package is cost prohibitive. This notice of intent is not a request for competitive quotes. All responsible sources may identify their interest and capability to respond to the requirement; all responses received by the Government within 15 days after date of publication of this presolicitation notice will be considered by the Agency. A determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Failure to respond to the RFQ and associated amendments if applicable prior to the closing date and time established may render an offer non-responsive and result in rejection.
