Non-Commercial Solicitation Naval Undersea Warfare Center (NUWC) Division Keyport intends to issue a 100% total small business set-aside solicitation of a non-commercial supply to be manufactured as per Statement Of Work (SOW) and Drawing 53711-2819854 Rev L specifications. Towed Reel Cable with quantity for the following; First Article Testing (FAT) 2 each, Production Units 300 each, and three (3) option years of 300 each per year. The resultant contract is anticipated to be awarded as a Firm Fixed Price (FFP) contract. The solicitation number for this requirement issued is N0025320Q0204. The applicable NAICS code for this requirement is 332710 and has a size standard of 500 employees or less. Offers shall be FOB Destination. It is anticipated that solicitation N0025320Q0204 will be available on or about 19 August 2020. The solicitation closing date is anticipated to be 15 days after the issuance of the solicitation package. The actual date and time will be identified in the solicitation. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies. However, interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The drawings and technical information referenced in this solicitation are restricted by the Arms Export Act and are ONLY available to vendor's/contractor's appointed data custodian that are registered with Defense Logistics Information Services (DLIS) Joint Certification Program (JCP). Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at http://www.dlis.dla.mil/jcp/. Restricted drawings and technical information are available through https://beta.sam.gov/as an attachment to this solicitation. Proposals may be emailed to Edwin Donor at edwin.donor@navy.mil. Offerors wishing to submit a proposal are responsible for downloading the solicitation from https://beta.sam.gov/and frequently monitoring the site for any amendments. All questions regarding the solicitation shall be submitted in writing no later than seven (7) days before the solicitation closing date. Questions received within seven (7) days of the solicitation closing date may not be entertained. Questions shall be submitted via e-mail to: edwin.donor@navy.mil. No paper copies will be accepted. Failure to respond to this solicitation and associated amendments if applicable prior to the closing date and time established may render an offer non-responsive and result in rejection.
