Naval Undersea Warfare Center Division, Keyport, (NUWC Keyport) intends to issue a non-commercial solicitation for Countermeasure Set, Acoustic (CSA) hardware in accordance with the attached Technical Data Package (TDP). This requirement includes a base quantity of 10 each and four (4) option quantities of 10 each. Contract Data Requirements Lists (CDRLs), which are not separately priced, are required. Based on the results of a Sources Sought Notice for solicitation N0025319R0004, published 14 November 2018 on FedBizOpps, and in concurrence with the Small Business Administration (SBA) Procurement Center Representative, this procurement is not a small business set aside. The procurement will be solicited utilizing full and open competition. The applicable NAICS code for this requirement is 334511, with a small business size standard of 1,250 employees. Offerors will be evaluated on a best value basis. The solicitation number for this requirement, when issued, will be N0025319R0004. It is anticipated that the resultant contract will be a combination Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF), Cost Reimbursable, Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Offers shall be F.O.B. Destination. It is anticipated that the solicitation will be available for download on approximately 11 March 2019, and will close approximately 30 days thereafter. The solicitation will be posted and will be available for download at https://www.fbo.gov/. Offerors wishing to submit a proposal are responsible for downloading their own copy of the Request for Proposal (RFP) from this website and to frequently monitor the site for any amendments to the RFP.
