Naval Undersea Warfare Center (NUWC) Division Keyport intends to issue a solicitation of the following non-commercial supply: Three (3) versions of MK 28 Mod 2 Exercise Fuel Tank Assembly and three (3) versions of MK 29 Mod 0 Warshot Fuel Tank Assembly in accordance with drawings 7053373 Rev F and 5893805 Rev AM, and all associated drawings and specifications. This requirement is being issued for non-commercial items in accordance with FAR 15.101-2 supplemented with additional information included in the solicitation. The resultant contract is anticipated to be awarded as a combination of cost plus fixed fee (CPFF) for first articles and engineering services, and firm fixed price (FFP) for production units, with a base quantity, four (4) option quantities, and first article (FA) units. Stepladder pricing will be requested in the solicitation. Anticipated stepladder quantities are 1-5; 6-15; 16-25; and 26-50. The applicable NAICS code for this requirement is 334511 and has a size standard of 1250 employees. The procurement will be solicited utilizing full and open competition based on results from Sources Sought Notice N0025318R7999. Offers shall be FOB Destination. The solicitation will be available for download on or around 08 January 2019. The closing date of the solicitation will be approximately 60 days after the posting date, unless a later date is specified in the solicitation. A bidders list will not be maintained by this office. No telephone or fax requests for the RFP package will be accepted. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. The drawings and technical information referenced in this solicitation are restricted by the Arms Export Act and are ONLY available to vendor's/contractor's appointed data custodian that are registered with Defense Logistics Information Services (DLIS) Joint Certification Program (JCP). Vendors/Contractors that are not registered with DLIS JCP can obtain registration information at http://www.dlis.dla.mil/jcp/. Due to the size of the Technical Data Package (TDP), restricted drawings and technical information will be available by written request. Vendors requesting these drawings will be required to have a Confidential clearance on file with Defense Security Service (DSS) Defense Industrial Security Clearance Office (DISCO) Columbus, OH. Vendors must have a current and valid facility clearance and safeguard capability to receive a copy of the confidential drawings. Vendors who fail to provide facility clearance information at time of offer will be determined non-responsive and will not be considered for award. A D254 detailing the security requirements of the solicitation will be provided as an attachment to the solicitation. All questions regarding this solicitation shall be submitted in writing within fifteen (15) days after the release of the RFP in order to allow the Navy adequate time to prepare and issue responses to all Offerors prior to the date and time set for the receipt of proposals.
