Naval Undersea Warfare Center Division Keyport intends to solicit and negotiate with only one source in accordance with FAR 13.106-1(b) (1). A firm fixed priced contract will be issued to CleanLASER, 52134 Herzogenrath, Germany (or their authorized dealers), for rental of a CleanLASER model CL600 portable laser ablation system with handheld optic including CleanMOTION MDS system and supporting OSHE equipment. The Navy is seeking to enhance maintenance and sustainment capabilities to reduce time and cost with implementation of new technologies. Currently the Navy is unable to move forward with general procurement of laser ablation systems and associated vacuum/filtration systems due to a lack of knowledge of the Laser Generated Air Contaminants (LGAC) produce during laser ablation and the implications regarding Occupational, Health, Safety, and Environmental. A short term rental will allow for LGAC characterization of a range of several Navy specific coatings selected as a representative sample set of coatings utilized on naval ships and submarines. The characterization of LGAC solid particulate and vapors produced will support operating permit submission requirements for use on Naval installation to include shipyards, warfare centers, and regional maintenance centers. The targeted laser fluence range will support performance of the OSHE testing to include ablation of test coupons, sampling of vapor and solid particulates, analysis for hazardous air pollutants and metals, plume modeling of effluent, and preparation of Notice of Construction per our local regulatory agency and EPA requirements. The characterization of LGAC will enable development of performance specification required for full and open competition for acquisition and use of laser ablation coating removal systems. This requirement is being issued as a combined synopsis/solicitation for commercial Items in accordance with FAR 12.6, as supplemented with additional information included in the attached solicitation. This announcement constitutes the only solicitation The Defense Priorities and Allocations System (DPAS) applicable assigned rating for this requirement is DO-S1. The solicitation number issued as a request for quotation (RFQ) is N0025319Q0102 and is attached to this announcement. Provisions and clauses in effect through the latest Federal Acquisition Regulations are included in the attached solicitation. The applicable NAICS code for this requirement is 333999 and has a size standard of 500 employees or less. The government prefers FOB Destination pricing to NUWC Keyport, WA 98345-7610. Requirements and evaluation procedures are listed in the attached solicitation. This solicitation is required to be completely filled out and returned before the solicitation closes.
