The Navy intends to award a sole-source firm-fixed-price contract to Loggerhead Instruments for the design, fabrication, integration, and delivery of a cryophone (“cPhone”) instrument for deployment in the Arctic ice sheet. The system must provide 4-channel recording up to 48 kHz, operation at -50°F, 12-month endurance, local raw-data storage, onboard statistical and Fourier analysis, daily Iridium relay, and flotation for marginal ice zone deployment. The Government considers Loggerhead Instruments the only responsible source because the required cPhone is an adaptation of a recently completed, validated system, avoiding substantial duplicative engineering and schedule risk. Delivery is required by 1 January 2027 to support a planned February/March 2027 Arctic field experiment in the Beaufort Sea. Interested parties may submit capability statements to demonstrate they can meet the requirement, which will inform whether the acquisition remains sole-source or becomes competitive.
