This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; “quotations” are being requested, and a written solicitation document will not be issued. The solicitation number N00244-25-Q-0002 and it is being issued as a Request for Quote (RFQ). RFQ N00244-25-Q-0002 shall be used to reference any written quote provided under this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-07 published in the Federal Register on August 29, 2024. Small business joint venture offerors have to submit the joint venture representations at paragraph (c) of Federal Acquisition Regulation (FAR) solicitation provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, and paragraph (c) of FAR solicitation provision 52.219-1, Small Business Program Representations, with each offer. This is a Small Business Set-Aside competition requirement. The North American Industry Classification System (NAICS) code for this project is 611430 with a size standard of 15 (millions of dollars). All interested companies shall provide a quotation for the SURFACE FORCE PERSONNEL READINESS ASSIST TEAM (PRAT) SUPPORT in accordance with the Statement of Work (SOW). NAVSUP Fleet Logistics Center San Diego is seeking capable sources and industry input to provide Surface Force Personnel Readiness Assist Team (PRAT) support. There is no incumbent, the period of performance is a one-year period, beginning 01 November 2024 to 31 October 2025. The anticipated award date is 28 October 2024. It is anticipated that the Request for Quote (RFQ) will be posted on 9 October 2024. The resulting contract is anticipated to be a Firm Fixed Price contract type. The Government is performing market research in order to determine if small businesses possess the capability to execute the requirements within this acquisition. Respondents need to indicate all small business designations. Interested business firms who meet the capability requirements identified in this notice are requested to reply to this notice with a response. Based upon small business responses received, consideration will be given to defining what part of the acquisition, if any, will be set-aside for small business competition. A draft Statement of Work (SOW) is attached to this announcement and please include your business size and cage code in your submission. This is a sources sought for market research purposes. This service is for a single base year, no option periods are required. 2.Can the Government define the level of effort required for this contract so that vendors are able to make a comparative analysis when determining similar experience? This is a fixed price contract and all required work is included in the State of Work.
