COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. The solicitation number N00244-24-R-0013 and it is being issued as a Request for Quote (RFQ). Solicitation number N00244-24-R-0013 shall be used to reference any written quote provided under this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-02 published in the Federal Register on 22 January 2024. This is a total set-aside for Small Business. The North American Industry Classification System (NAICS) code for this project is 335999 with a size standard of 600 Employees. All interested companies shall provide a quotation for a BRAND NAME ONLY (Exact Match): The required commercial item is the purchase of Digital Umbilical Cable/Electrical harness with the following listing: 0001 4EACH Digital Umbilical Cable GW121-200 RDD 03 May 2024 0002 3EACH Digital Umbilical Cable GW121-400 RDD 03 May 2024 SHIPPING ADDRESS: Ships at Naval Base San Diego DLA DISTRIBUTION SAN DIEGO 3581 CUMMINGS ROAD, BLDG. 3581 MARK: R21808 USS BOXER (LHD-4) San Diego, CA 92136-0053 Delivery shall be FOB Destination. Addenda to provision 52.212-1 are included herein. The provision 52.212-2 is applicable and specific evaluation criteria included in paragraph (a) of the provision. Award shall be made to the quoter, whose quotation, is evaluated as the lowest priced technically acceptable. The government will evaluate information based on the following evaluation criteria: (1) technical capability factor meeting or exceeding the requirement listed in Attachment 1, and (2) price. Offerors shall include a completed copy of provision 52.213-3 and its Alternate I with its quote. The clause 52.212-4 is applicable. The clause 52.212-5 is applicable and properly indicated with which FAR provisions and clauses are applicable to this procurement. Additional Contract requirements: NOTE 1: Interested companies shall provide a quotation for a BRAND NAME ONLY (Exact Match). NOTE 2: Failure to provide specifications will result in rejection of quotation. NOTE 3: Quotes shall technical information and/or data sheets for review by the government technical representative, buyer, or other subject matter experts. NOTE 4: New equipment only; NO remanufactured or gray market items. NOTE 5: All items must be covered by the manufacturers warranty. NOTE 6: NO partial bids allowed. NO partial shipments are permitted unless specifically authorized at the time of award. NOTE 7: The method of payment for this procurement shall be Government Purchase Card. NOTE 8: Quotes shall include lead-time, assembly, place of manufacture, shipping, and other related delivery expenses. Questions on this solicitation shall be submitted to the Contract Specialist via email. The Government will attempt to answer all questions in timely manner and will be made available publicly. However, question(s) submitted near the solicitation closing date may not provide sufficient time for the Government to respond. Therefore, quoters are hereby directed to submit question(s) not later than 10:00 AM San Diego, California time on 30 Jan 2024.
