The NAVSUP Fleet Logistics Center (FLC) San Diego, Contracting Department intends to solicit a Multiple Award, Indefinite Delivery Indefinite Quantity (IDIQ) Cost-Plus-Fixed-Fee (CPFF) contract with the flexibility to issue Cost-Plus-Fixed-Fee and Firm-Fixed-Price at task orders level. The work effort for this requirement aims to provide a non-personal service Research and Education Support (RES) that includes developing and delivering graduate level research assistance and graduate level teaching support for Naval Postgraduate School (NPS). In addition, the work effort will encompass Resident Course Delivery, Non-Resident/Distributed Course Delivery, Short Course Delivery, Executive Education Development/Delivery, Graduate Level Student Advising, and Post-Graduate Level Research Support. The requisition will be conducted under FAR 15 Contracting by Negotiation. These are non-commercial services as such, FAR Part 12 Acquisition of Commercial Items will not be used. The period of performance will be for one base year and four one-year options. The applicable NAICS code is 611710 Educational Support Service, Standard Size $24 Million. This procurement will be set aside for small business. The complete solicitation, N00244-23-R-0054, will be available on or about 6 December 2023. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the contractor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and confirmation requirements via Internet at https://sam.gov.
