This is a pre-solicitation notice for NAVSUP Fleet Logistics Center (FLC) San Diego. This acquisition is for a non-personnel services contract to provide Food Services for USN Dining Facilities located at San Clemente Island (SCI) in support of Commander Navy Region South West (CNRSW). The contractor shall provide personnel, supervision, and non-personal services necessary to perform Food Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. Food service functions to include: 100% Food Preparation and Cooking of all food items in the menu, Cashier Services, Storeroom Operation Services, Mess Attendant Services, Scullery Services, and Galley Cleaning Services. This procurement will be conducted pursuant to the Randolph-Sheppard Act (RSA), 20 U.S.C. 107, Operation of Vending Facilities, and 34 C.F.R. § 395.33, Operation of Cafeterias by Blind Vendors, which establishes priority for blind persons recognized and represented by the State Licensing Agency (SLA), in the award of contracts for the operation of cafeterias on federal facilities. Accordingly, although the solicitation is set-aside 100% for small business, the SLA will also be permitted to submit a proposal in accordance with 34 CFR § 395.33(b). The NAICS code for this procurement is 722310 (Food Service Contractors) with a size standard of $41.5 million. The due date for receipt of proposals will be stated in the solicitation. There will be an electronic submission with which the solicitation will explain in further detail. The solicitation will be available for download through SAM.gov. The solicitation will be posted on or about September 16, 2022 and should be downloaded from this website at that time. All questions and bids must be submitted via email to nelson.arias@navy.mil. Electronic copies of all volumes will be required to be received by the Contracting Office provided in the RFP by the closing date and time specified in order to be considered for award.
