This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Part 13.5 and 12.6 as supplemented with additional information included in this notice. This solicitation has been prepared with the intent to award on a competitive basis. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The solicitation number N00244-22-Q-0180 is issued as a request for quotation (RFQ). The closing date is 31 August 2022 at 10:00am EST. The solicitation documents and incorporated provisions and clauses in effect through FAC 2005-94 and DFARS Change Notice 20161222. See Attachment 1: Statement of Requirement See Attachment 2: Request for Quotes Brief Requirement Description (for full description, see that attached Statement of Requirement): This requirement is to provide Naval Postgraduate School (NPS) a hydrographic tool for surveying, in which the United States Navy relies on active acoustic systems to detect targets, and thus strongly benefits from knowledge of how high frequency sound causes false alarms. Acoustic false alarms are related to both very small-scale roughness, as well as large seafloor shapes that can be resolved by high-resolution bathymetry. A multi-beam echo-sounder is required in order to study the relation between small, scale roughness, large scale roughness, and acoustic false alarms, the subject of the PI’s grant with the Office of Naval Research. This is a Firm Fixed Price Service contract with a required delivery of 30-60 days after the resultant contract award. It is required that all contractors quote each item using the format below or a similar format that list the items, number of service weeks, unit, weekly, annual and total price.
