This is a PRESOLICITATION NOTICE for non-commercial services prepared in accordance with FAR Part 15 Contracting by Negotiation procedures. NAVSUP Fleet Logistics Center San Diego, 3985 Cummings Road, San Diego, CA 92136 intends to issue solicitation N0024421R0035 for research and education support services located in Monterey, California in support of Naval Postgraduate School. The NAICS code is 611710 – Educational Support Services, and the Small Business Standard is $16.5 Million. The solicitation will be a total small business set-aside. Requirement description is as follows: Scope of the contract includes: Providing NPS graduate level research assistance and graduate level teaching support. NPS graduate level research assistance and graduate level course development and delivery includes Resident Course Delivery, Non-Resident/Distributed Course Delivery, Short Course Delivery, Executive Education Development/Delivery, graduate level Student Advising, and post-graduate level Research Support. The resulting contracts will have a one 12-month base period and four 12-month option periods with an anticipated base period POP of 1 December 2021 – 30 November 2022. It is anticipated that two or more Indefinite Delivery/Indefinite Quantity (IDIQ) contracts with Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) Task Orders will be awarded to responsible offerors whom are determined most advantageous considering technical expertise, past performance, and cost. It is anticipated that the solicitation will be posted via NECO/Sam.gov on or around 15 SEPTEMBER 2021 with a close date of on or around 15 October 2021. Interested parties are solely responsible for monitoring the aforementioned websites for postings of the solicitation and any amendments thereto. The Government will not pay for information submitted in response to this notice. Contractors must be registered in the System for Award Management [SAM] database in order to be considered for award.
