NAVSUP FLC SD Code 4311 supports Foreign Military Sales (FMS) requirements as assigned from the FMS Project Manager PMS 326 International Fleet Support. This specific requirement is in support of the Philippine Navy, which has two former US Coast Guard Weather High Efficiency Cutters. All of the USCG WHECs have a twin Fairbanks Morse Engines (FME) Model 38TD8-1/8-12, A 12 cylinder 7,000-horse power diesel engine as each main propulsion engine that powers the ship. One of the FME diesel engines needs to be repaired and overhauled and requires original equipment manufacturer parts to refurbish the main propulsion engine. The issued part numbers must be Fairbanks Morse Brand Engine parts based on technical repair specifications identified by the OEM, Fairbanks Morse. The required sources of supplies per FAR 8.002(a)(1) cannot provide the required supplies. The parts listing supplied by the customer are non-commercial items specifically designed to meet the Defense requirements for Coast Guard Cutter ships. In order to ensure operational commonality and equipment compatibility, the recommended solution is to issue a Brand Name Solicitation, which can provide original equipment manufacturer (OEM) parts. Only authorized distributors of Fairbanks Morse engine parts may participate in the Solicitation.
