This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Beta version of the System for Award Management (https://beta.sam.gov/) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. The Naval Construction Training Center (NCTC) on Naval Base Ventura County (NBVC) in support of Navy catalogue course “Pavements” is seeking information on how an interested contractor could provide Hot Mix Asphalt (HMA) on a scheduled basis through a period of performance. The HMA will used to provide equipment operators advanced technical training in soil stabilization and asphalt operations under normal field conditions. The students will lay down asphalt, thus requiring a dependable source of HMA and emulsion is required. Please refer to attached statement of work for full detail.
