The NAVSUP Fleet Logistics Center (FLC) San Diego, Contracting Department intends to solicit a Single Award Cost-Plus-Fixed-Fee (CPFF) contract. The Government will conduct this requisition under Federal Acquisition Regulations (FAR) 15 Contracting by Negotiation. The work effort for this requirement is to continue the development of the micro-electromechanical system (MEMS) directional acoustic sensor for gunshots and small UAVs, underwater sources detection and localization, optimize the sensors and sensor-assemblies for field and shallow water operations, develop low noise readout and system interface electronics, as well as ruggedized packaging for field and shallow water operation. This is a noncommercial research and development requirement, as such; the Contracting Officer will not use FAR Part 12 Acquisition of Commercial Items. The period of performance will be for one base year and two one-year options starting on or around 30 October 2020. The applicable North American Industry Classification System or NAICS code is 541330 Engineering Services and the standard size is $16.5 millions of dollars. This procurement is set-aside for small business. The complete solicitation will be available on or about 15 July 2020 under N00244-20-R-0042, by downloading the documents BETA SAM https://beta.sam.gov/ or the Navy Electronic Business Opportunities (NECO) website, http://www.neco.navy.mil Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the contractor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and confirmation requirements via Internet at https://sam.gov.
