SOURCES SOUGHT NOTICE The Fleet Logistics Center, San Diego (FLCSD) is conducting a market survey to determine the interest and capability of Industry to participate in a competitive acquisition of Habitability supplies in support of NAVSUP Fleet Logistics Center San Diego. Supplies shall be required at the following locations: -Pacific based ships, 32nd Street Naval Base, San Diego, CA 92136 The primary North American Industry Classification System (NAICS) code for this procurement is 332322 with a size standard of 500. The contract term will be a base period with a potential of four one-year option periods. The anticipated award date is 26 May 2020. It is anticipated that the Request for Proposal (RFP) will be posted on 13 April 2019. The resulting Task Order is anticipated to be Multiple Award Contract (MAC) Indefinite Delivery Indefinite Quantity (IDIQ). Disclaimer: This is a SOURCES SOUGHT announcement. This notice is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Any information submitted by respondents to this technical description is strictly voluntary. The Government intends to set-aside this acquisition to small businesses. As a result, the Government is performing market research in order to determine if small businesses possess the capability to execute the requirements within this acquisition. Respondents need to indicate all small business designations. Interested business firms who meet the capability requirements identified in this notice are requested to reply to this notice with a response. Based upon responses received, consideration will be given to defining what part of the acquisition, if any, will be set-aside for small business competition. PROJECT INFORMATION: DRAFT SPECIFICATIONS AND DETAILS 1 Scope these specifications provides for the procurement of materials and equipment in order to upgrade the interior design of various spaces aboard US Naval ships. These spaces are primarily, but not limited to, habitability spaces. The spaces may include, but are not limited to: heads, berthing compartments, staterooms, offices, lounges, ship store, barber shop, galley/mess room/wardroom, supply storage area, library, chapel, etc. Incidental services involve preparation of spaces and installation. Related tasking’s may include, but are not limited to: overheads, decks, bulkheads, furniture, rearrangements, new arrangements, fabrication of shipboard furniture and food service items, installations, removals, etc. This effort does NOT involve structural or major alterations, installations, modifications, repairs, and upgrades to spaces, systems, and components. Contractor shall be responsible for compliance with all naval directives pertaining to the manufacture, installation, and material requirements for shipboard habitability spaces. A Delivery Order will specify specific requirements if necessary. The contractor shall be required to have office and manufacturing facilities within a one hour commute of Naval Base Southwest Region, San Diego, California. The geographic scope of the contract is not limited and is Navy wide. Organizations authorized to use this contract consist of those afloat naval assets assigned under the authority of Commander Fleet Forces Command, Military Sea-Lift Command, and any other Federal Maritime Agency authorized by the contracting officer both CONUS and OCONUS. The portion of the OCONUS orders is not expected to exceed 1% of the total value of all orders. 1.1 Background. The Navy’s primary mission is to be prepared to conduct prompt and sustained combat operations at sea in support of U.S. national interests and the national military strategy. The Navy is dependent upon shipboard personnel to accomplish this mission and therefore must provide living and working conditions which result in levels of personnel morale, safety, health, and comfort, adequate to sustain maximum personnel effectiveness and support optimum personnel retention. Habitability is that military characteristic of U.S. Navy ships directed toward satisfying personnel needs which are dependent upon physical environment. 2 Requirements. 2.1 Contractor. 2.1.1 Shall posses and maintain a NAVSEA approved Quality Assurance (QA) Manual as required by NAVSEA Standard Item No: 009-04, Quality Management System. 2.1.2 Shall have adequate resources and corporate structure to complete a single or multiple simultaneous delivery orders. 2.1.3 Shall have capability of responding within twenty four (24) hours by email to KO on status of delivery orders. 2.1.4 Shall have the ability and capability to design and manufacture products that are modern, ergonomic, high quality, appealing, user-friendly, and provide competitive pricing. 2.1.5 Shall implement cost saving efficiencies in the manufacture and installations of habitability items, recommend new materials for Navy approval, and develop strategies to reduce costs for habitability projects. 2.2 General. 2.2.1 The work required by this contract shall be performed in accordance with NAVSEA T9640-AB-DDT-010/HAB (Shipboard Habitability Design Criteria Manual), C2 STANDARDS/SPECIFICATIONS, and this Statement of Work. 2.3 Detailed Tasks. 2.3.1 The contractor shall provide and install the deliverables described in this statement of work using the necessary manpower, documentation, facilities, communications, equipment, tools and trade personnel to accomplish applicable assigned work as described in delivery orders to the highest standards of NAVSEA shipboard approved standards and commercial standards; approved NAVSEA shipboard standards take precedent. All tradesmen shall be required to have current RAPIDGATE ID for access to each base. 2.3.2 Specific tasks include: Delivery and installation of modern, ergonomic, high quality, appealing, and user-friendly product to include: (1) Furniture: a. Furniture items shall be secured to the deck or bulkhead in accordance with GENERAL SPECIFICATIONS SECTION 640 and NAVSHIPS Drawing Number S3306-921770; sub-bases and clips, shipboard furniture and/or NAVSEA Drawing Numbers 612-2121710/2121711; misc. furniture details. b. Furniture item numbers referred to herein may indicate a specific furniture item described in the U.S. Navy Shipboard Furniture Catalog (SFC); NAVSEA S9600-AD-GTP-010. The NAVSEA drawing numbers for fabrication of furniture items are given when available. All furniture items shall be fabricated using aluminum structural components (i.e. angle, tubing, etc.) and sheathing in accordance with the following specifications where applicable: (Note: workmanship described within must be adhered to.) • MIL-PRF-32038, “Shipboard Furniture, Fixtures, Fittings, And Accessories, General Specifications For (Supercedes MIL-F-243 “Shipboard Furniture, Steel” and MIL-F-902, “Shipboard Furniture, Aluminum”) • NAVSEA Drawing 803-5959310/A, “Furniture Construction Details” • NAVSEA Drawing S3200-860055, “Hardware For Metal Furniture” • NAVSEA Drawing 612-2121710/1, “Misc Furniture Details” • NAVSEA Drawing 805-1632368, “Metal Furniture Construction” c. Cushioning needed in fabrication of furniture items shall be polychloroprene (neoprene) in accordance with MIL SPEC MIL-PRF-20092, TYPE II, CLASS 5. d. Where vinyl covering material is specified for furniture covering, it shall meet the requirements of SPECIFICATION A-A-59517, (supercedes FED SPEC CCC-A-680, CLASS 2, TREATMENT (A/1)) e. Where fiber upholstery fabric covering material is specified for furniture covering or re-upholstering, it shall meet the requirements of MIL-STD-1623. The material used shall be aromatic polyamide (polyaramid). An alternative to the polyamarid, is aramid and aramid/novaloid blend in accordance with MIL SPEC MIL-C-24500 TYPE I with a minimum weight of 6 ounces per square yard. Polyaramid is preferred for furniture covering. f. The construction requirements (stitching, edge locking, thread, etc.) for both types of upholstery coverings (vinyl and fiber) shall be in accordance with SPECIFICATION A-A-59473, (supercedes MIL SPEC DOD-C-24556). g. Furniture items specified herein with the right or left arm designations shall mean the arm of the item to the viewer’s right or left when viewed from the back of the furniture item. h. Where curtains are specified, the material used shall be aramid and aramid/novaloid blend in accordance with commercial item description A-A-59473, with a minimum weight of 6 ounces per square yard. Fabricate with a lining of 3-1/2 oz. per square yard. (2) Deck Coverings: a. Decks where installation of cosmetic polymeric (monolithic seamless) deck covering (PRC) is required. Remove existing deck covering down to bare metal surface. Prepare and prime deck surface in accordance with General Specification Section 631. Underlay shall be used to slope deck for proper drainage. Where underlay is required it shall conform to MIL SPEC MIL-PRF-3135 (supercedes MIL-D-3135), TYPE 1, CLASS 2. Install new cosmetic polymeric (monolithic seamless) deck covering material throughout entire areas specified. Deck covering to be in accordance with Military Specification MIL SPEC MIL-PRF-24613 (supercedes MIL-D-24613). Manufacturers of the material are listed in qualified products list QPL 24613. “Products Research Corp.” is an approved source. Note: Installation of new deck covering material shall be in accordance with manufacturers specifications and detailed requirements stated in Gen Specs Section 634. Install to a thickness not to exceed ¼ inch. Install with cove base effect to extend vertically for approximately 3 inches up onto the compartment boundary bulkheads. Cove base effect shall be at the discretion of the ships representative and areas requiring it shall be identified prior to commencement of work. Apply a sealer coat to complete the installation. b. All other decking material types shall be installed in accordance with NAVSEA technical manual S9086-VG-STM-010, Chapter 634. c. Carpeting shall be installed on top of existing, undamaged underlay material. Underlay material shall be repaired as required in accordance with NAVSEA Technical Manual S9086-VG-STM-010, Chapter 634. d. Touch-up/repair deck covering damaged incidental to work shown hereon including adjacent surfaces affected by welding: Work shall be in accordance with NAVSEA TECH MANUAL S9086-VB-STM-000/CHAPTER 634, Deck Coverings; color to be determined by ship’s representative. Work shall include surface preparation and underlayment specified by this tech manual. (3) Bulkhead: a. Cribbing for joiner bulkheads shall be installed as required. Install cribbing in accordance with NAVSEA Drawing 804-5000991. Cribbing members shall be capable of being removable/reusable. Connections shall be bolted in lieu of welded. (If existing cribbing installation is welded type connections, then new portion of cribbing may be installed in a similar manner.) Install from deck to overhead. Provide and install upper and lower retainer strips. b. Where high pressure plastic laminate (HPPL) is required, it shall be in accordance with MILITARY SPECIFICATION MIL-P-17171. For bulkhead installations it shall be TYPE IV, installed in accordance with NAVSEA Drawing Number 804-5000991. All other uses, such as laminating material for cabinets, tables, etc. Shall require TYPE I. Adhesive in accordance with SPECIFICATION A-A-1936 (supercedes M-M-130) shall be used to bond the HPPL to aluminum. Comply with GEN SPEC 637. c. Where new vinyl wall covering is required, it shall be in accordance with FED. SPEC. CCC-W-408, TYPE II. Bulkhead covering installation to be in accordance with NAVSEA Drawing 804-5000991 for a TYPE 1, CLASS 2 installation, with edges clamped under trim pieces. When replacing existing bulkhead covering material and it has been installed without trim strips, remove the existing covering, patch holes and seams and re-use existing aluminum sheathing panels to accept new vinyl bulkhead covering. If existing installation is HPPL, rough the surface of the HPPL and attach the new vinyl over the existing HPPL. The adhesive used shall meet SPECIFICATION A-A-1936 (supercedes M-M-130). (4) Food Service Items: a. Where fabrication or installation of food service items is specified, the requirements of General Specifications Section 651, Specification A-A-50184 (supercedes MIL-T-2256), NAVSUP PUBLICATION 533, NAVFSSO DRAWING 851, and all NAVFSSO directives shall be adhered to. b. Unless otherwise specified, food service counters/dressers shall be fabricated in accordance with all requirements of Gen Specs Section 654, SPECIFICATION A-A-50184 (supercedes MIL-T-2256) and details shown on NAVFSSO drawing 851. Top of unit to be .109” CRES. Body and doors to be .050” CRES when required. Framework to be aluminum angle construction. Stiffening for the top shall be by “high-hat” type stiffeners. The top shall be capable of supporting a uniformly distributed loading of 150 pounds per square foot. Top, sides and body shall have the appearance of an integrally formed unit. No discernible cracks or openings shall be permitted. Continuous welds shall be used instead of intermittent welding. Workmanship shall be of a degree recognized as suitable throughout the industry. If caulking is necessary it shall be used to close openings not greater than 1/16 inch. Caulking must be NAVFSSO approved type. Provide with marine edge, drain trough with removable cover, drain piping to nearest available existing deck drain or coamed area. Provide unit with a 6” backsplash with electrical receptacles installed and wired as required. Unit shall be secured to the deck by means of legs with leveling feature (NAVFSSO DWG 851) and a flanged foot. Bottom of unit shall be not less than 8” off the deck, for cleaning under. Top surface shall be 36” above the deck. Provide with doors of double wall construction. Provide doors with continuous CRES hinges, two-point latching devices and keepers for padlocking. Maximum door width shall be 24”. Provide with removable shelves. The front edge of shelves shall be flanged up, then over and then down. Dimensions of shelf edge shall be approximately 1-1/4” x 3/8” x 1/4”. Provide with 1” O.D. CRES tube type tray rail with brackets having hinge-down capability. Length and width of service stand to be specified by ships representative. (5) False Overhead: a. False overhead installation to be in accordance with NAVSEA Drawing 804-5000994 and General Specifications Section 637. Existing overhead grid system may remain if grid is compatible with new panels and if existing installation of grid complies with requirements specified on NAVSEA Drawing 804-5000994. If grid system is to be replaced, install new aluminum, Exposed Grid Suspension Framework, Ceiling System Number 830 By “Chicago Metallic Corp.” or equal. Support for overhead grid system shall be by rod or flat bar. Supports shall be located at the intersection of the main tee’s and the sub tee’s, wherever possible, and shall be connected to the overhead structure. Boundary support shall be installed flush with face of structure/stiffener. Provide closure plates around [flange to suit] bulkhead stiffeners when necessary using .125 thick plate. Closure plates shall be attached to the stiffening members rather than the plating for the deck above. New panels to be polyvinyl chloride (PVC) film/aluminum laminate lay-in (TYPE F) in accordance with MIL-SPEC MIL-L-24518, laminated to .050 inch thick aluminum unless noted otherwise. Panel sizes to be 24 x 48 inches nominal size. Contractor to cut panels to suit existing over-head obstructions and to produce a satisfactory fit within the grid system tee’s. Color to be white (grid and panels). Note: Wire shall not be used as permanent support for either grid or light fixtures. After installation of support rods, remove all temporarily installed wire used to align/ level grid system. b. Where false overhead lighting is to be installed, install new drop-in flush mounted overhead fluorescent lighting fixtures. Fixtures to be procured/installed in accordance with NAVSEA DOD-HDBK-289 (SH) and General Specifications, Section 332. Fixtures must meet MIL SPEC MIL-F-16377/57. One light required per 36 square feet of area. Lighting fixtures to be supported, independent of the support for the ceiling gridwork, by rod to the overhead at least in two opposing corners. C.2 STANDARDS/SPECIFICATIONS Performance under this contract shall be in accordance with the following standards and specifications, as required. It is to be noted the following standards and specifications are provided for guidance purposes only. 1. Work plan and schedule (as determined and agreed to by the contractor and the Supply Officer) 2. Any installed Drawings and sketches. 3. Contractors shall obtain from sources designated as repositories, copies of standard navy drawings, referenced specifications, and standards which are part of the DOD index of specifications and standards (DODISS). Other required references should be made available for examination at a designated location. Where drawings or specifications are referenced herein, the latest revision/amendment of such drawing or specification in effect upon date of award of contract shall be applicable, unless otherwise specifically noted. 4. Patch/repair insulation (thermal and acoustic) damaged incidental to work shown hereon including surfaces affected by welding: Installations shall be in accordance with NAVSEA TECH MANUAL S9086-VH-STM-010/CHAPTER 635, Thermal, Fire, And Acoustic Insulation; material shall match surrounding area except that a NAVSEA approved mineral wool shall be used in lieu of ceramic fiber for patching of fire insulation. n. Paint new/existing items as identified in this specification (furniture, trim, doors, etc.) and touch-up existing paint damaged incidental to work shown hereon including adjacent surfaces affected by welding. Painting shall include surface preparation and shall be in accordance with NAVSEA TECH MANUAL S9086-VD-STM-010/020/030, CH 631 V1, V2, V3, Preservation Of Ships In Service (Surface Preparation And Painting). The required paint formulas (number of coats, etc.) are specified in Chapter 631-1-3, V1 of this tech manual. The finished color to be determined by ship’s representative. o. Treat faying surfaces between dissimilar metals in accordance with section 8.2.9 of NAVSEA S9086-VD-STM-030/CHAPTER 631 V3, Preservation Of Ships In Service (Surface Preparation And Painting). p. All electrical power and lighting modifications incidental to work specified herein shall be procured/installed in accordance with NAVSEA Drawing 53711-803-5184170, rev. K – lighting for naval ships (DOD-HDBK-289) and as follows: (1) Receptacles shall meet W-C-596/12 or hospital grade. (2) Switches shall meet W-S-896/2 or hospital grade. (3) Cover plates shall UL 514A (supercedes W-P-455). (4) Contractor to bid on size cabling to suit ships electrical system and/or equipment to be installed. Cabling/wiring shall meet MIL-C-24643/15 (LSDG4). (5) Decorative conduit shall be “Wiremold Surface Raceway System” Model V500 (steel) or equal. q. Where the terms renovate, refurbish, repair, or renew are used herein to apply to a degree of work to be accomplished for a specific item, the terms shall mean that the item is to be restored to a like-new condition. This shall mean that any components of the item which are necessary to the structural integrity of the item are to be repaired if practicable or replaced with new components if needed. Any internal, external or ancillary components of the item, which are pertinent to the functioning of the item shall be repaired or replaced to ensure that the item performs in accordance with the intended design and within the items capabilities and limitations. In the absence of specific reference to cosmetics, the decorative or protective surfacing of the item shall be removed and similar new surfacing shall be installed, unless the existing surfacing is non-approved material or has been applied in a non-approved manner. In such case, the new surfacing material and the method of installation will be specified. Preparation of the existing surface and installation of the new surfacing shall be accomplished in accordance with GEN SPECS SECTIONS 631 unless otherwise stated. 6. MIL STD/SPEC. a. All materials procured/installed shall be in accordance with MILITARY SPECIFICATION MIL-STD-1623 Fire Performance Requirements And Approval Specifications For Interior Finish Materials And Furnishings (Naval Shipboard Use). b. Fabrication, welding, and inspection shall be in accordance with MIL-STD-1689A (SHIPS). c. Abbreviations are in accordance with MIL-STD-12D except as follows: (R/T)=removed and turn over to ship on pier (/////////) (E) = existing (R/R) = remove and relocate (M) = modified (R/I) remove and install (N) = new d. Where polycarbonate material is specified for mirror/transparent designs it shall be fabricated from sheets conforming to Specification MIL-P-46144C, TYPE III, CLASS 1, GRADE A and exhibit the following salient characteristics. Transparent designs: (1) Polycarbonate plastic sheet shall be natural color (colorless and transparent) (2) Mirror thickness shall be as specified. Fully fabricated mirrors shall have beveled edges, radius corners and pre-drilled holes for mounting. (3) The mirrored surface shall be coated with silver argent and a 0.2 to 0.6 mil protective coating applied over the silver argent. (4) The finished mirror shall produce minimal reflective image distortion. (5) Heavy paper masking identifying material shall be applied to all exposed surfaces for protection and shall be removed by contractor after ship’s force verification and before acceptance. Note: Commercially available polycarbonate is acceptable. The material shall be similar to polycarbonate manufactured by General Electric (GE). The polycarbonate shall be TYPE III (mar resistant), CLASS 1 (ultraviolet stabilized), GRADE A (high abrasion resistant) as defined in MIL SPEC MIL-P-46144 REV C. Polycarbonate has previously been manufactured and tested in accordance with the above specification; REV B. Revision C of the specification has imposed additional testing criteria. The manufacturers of polycarbonate do perform product testing to verify that the product conforms to the specification. However, because of the stringent testing requirements of Rev C, manufacturers will not provide certification that their product meets all requirements. 7. ASTM. a. Where cadmium plating is specified on referenced drawings, the requirement shall be replaced with the use of zinc plating in accordance with ASTM-B633, SERVICE CONDITION SC3, TYPE I. Coating thickness shall be 12 microns (approximately 0.0005 inches). 8. Sizes of hold down fasteners are determined from manufacturers drawing. Due to manufacturers’ changes and contract awards, actual equipment received for installation may vary from that originally designed for, therefore, template exact size, length, and location of hold down fasteners to suit. If bolt sizes are changed, the material type and grade are to remain the same. 9. Install flashing to seal off areas, which are, inaccessible for cleaning. 10. Remove and scrap existing label plates superseded by new label plates. 11. Repair damage to ship’s structure, caused by work shown hereon, with material identical to adjacent structure. Where welds are performed on bulkheads, decks and overheads, the opposite side of where welding occurs shall be checked on for damage and repaired as necessary. 12.Unless otherwise specified, items installed hereon may be shifted slightly to clear minor interferences. The notation “MIN. (TYP)” next to dimensions on in this specification indicates the item(s) shall be installed as close as practical to ship’s structure, vent, piping, etc. As shown. 13. Use backing plates/sway-bracing/cantilever supports when attaching furnishings to bulkheads/overheads or furniture to provide reinforcement. 14. Template exact location of mounting bolts from equipment. 15. Where installation of storefront showcases and ship store/barbershop access doors is required, these items shall be installed with huck rivets: ¼” dia. button head with “MSC” collars on 12” centers and each at corner and middle of item, install ¼”-20 UNC button head bolts with nylon lock nuts. 16. Items being removed and re-installed are to be tagged with a “Tag No.” Showing compartment no./frame no./port or starboard locations and held for re-installation as noted in this specification. 17. Items shall be removed with supporting components (mounting hardware, sub-base, etc.) and held for re-installation by this specification. Replace any damaged supporting component with similar material. C.3 DELIVERY ORDERS Work shall be performed in accordance with the contract and each separately placed delivery order and/or any other drawing, specification, etc. authorized by the contracting officer. 1 Pre-work Site Visits. The contractor shall have the option to participate in pre-work site visits as designated in each delivery order request for proposal to identify required resources, recognize situational interferences between planned work and specific physical and environmental conditions, and better determine lowest pricing for desired deliverables. . Note: when required, a final quality assessment survey will be conducted by a NAVSUP FLCSD Code 220 point of contact prior to final invoice submission to confirm that all deliverables are accepted and to ensure no interim changes have occurred without authorization. 2 Perform Installation. 2.1 The contractor shall provide and install the deliverables described in this statement of work using the necessary manpower, documentation, facilities, communications, equipment, tools and trade personnel to accomplish applicable assigned work as described in delivery orders to the highest standards of NAVSEA shipboard approved standards and commercial standards; approved NAVSEA shipboard standards take precedence. 2.2 Each delivery order shall have one assigned head mechanic or one dedicated foreman assigned prepared to discuss with the ship’s Supply Officer or with FLCSD Naval Architect all aspects of the projected effort including: personnel resources and availabilities, applicable safety equipment requirements and provisions, material and equipment status, shipping schedules and related impacts, work and effort requirements and safety concerns. SUBMISSION REQUIREMENTS Interested contractors are to submit the following information: company name, address, point of contact, telephone number, e-mail address; DUNS, and information regarding your company’s experience identifying: contracting agency, contract number, title, place of performance, years of performance, and value of contract per year. Interested firms should submit a document which furnishes information describing relevant demonstrated experience and qualifications in the following format: The submissions should be Times New Roman, font size 12 and should not exceed five (5) one-sided, 8 X 11 pages in Microsoft Word or PDF format to the contract specialist via email to: anastasia.pentzakoff@navy.mil. Submissions must be received via email no later than 3:00 PM Pacific Standard Time on Monday, 23 March, 2020.
