The NAVSUP Fleet Logistics Center San Diego, on behalf of Commander Navy Region South West (CNRSW) Fire and Emergency Services (F and ES) located in San Diego, CA 92136, intends to solicit and negotiate for Indefinite Delivery Requirements contract Sole-Source Brand Name Honeywell Morning Pride Structural and Proximity Turnouts classified as commercial item, using Simplified Acquisition Procedure FAR 13.5 under solicitation number N00244-20-Q-0112. Solicitation is anticipated to be issued approximately 10 Sept 2020 with closing response date of 18 Sept 2020. Resulting contract will be for a one (1) year Basic and four (4) 12-month Option year periods. Justification and Approval (J and A) will be posted with the solicitation per FAR 13.501(a)(1)(iv).The total number of units to be ordered during the basic year is estimated at maximum number of 268 units of any combinations of tails and pants (i.e. tail as separate unit from pants) Structural and Proximity turnouts. This estimated quantity of orders is also projected for each of the Option year periods. Minimum and maximum order will be specified in FAR 52.216-19, which will be incorporated in the contract. This Sources Sought Notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the NAVSUP Fleet Logistics Center (FLC) San Diego. The purpose of this sources sought notice is to identify qualified small business concerns including 8(a) Program, HUBZone Program, SDVOSB Program, or WOSB Program that are capable of providing requirements as specified below. FLC San Diego does not intend to award a contract on the basis of responses, nor otherwise pay for the preparation of any information submitted. Based on response/s to this notice, FLC San Diego will issue Request for Proposal (RFP) no later than 25 July 2020. Requirement is for custom Honeywell Morning Pride® Firefighter Proximity and Structural Turnouts as stated on attached Statement of Work (SOW). It is anticipated that a single Indefinite-Delivery Contract – Requirements will be awarded no later than 20 September 2020. The proposed contract will be for twelve (12) month base and will contain four (4) 12-month option years to begin tentatively 29 September 2020. Prior/current corporate (past performance) experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indication of whether as a prime or subcontractor, contract values, hours/dollars incurred to date, Government point of contact with current telephone number and email address, and brief description of how the referenced contract relates to the services described herein. 3. Description of contractor’s technical capability, or potential approach, to achieving technical ability, to perform at least 51% of the delivery order with its own employees.
