This is a COMBINED SYNOPSIS/SOLICITATION for commercial item (supply) prepared in accordance with the format in FAR Subpart 12.6, supplemented with the additional information included in this notice, including the use of Simplified Acquisition Procedures for certain commercial items found at FAR Subpart13.5. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation is available at both BetaSAM.gov (https://beta.sam.gov/) and NECO (http://www.neco.navy.mil/). The Request for Quote (RFQ) number is N00244-20-Q-0094. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition circular FAC 2020-04, Effective 15 Jan 2020 and DFARS Publication Notice 20200114 effective 14 Jan 2020. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions included in both FAR and DFARS. The proposed contract action is for commercial items for which the Government is soliciting via set-aside to 100% Small Business Concerns. The NAICS code is 316210 and the small business size standard is 1,000 employees. Intentions are to award a single Indefinite Delivery Contract (IDC) Firm-Fixed Price (FFP) type contract with period of performance of One 1-year base period plus Two 1-year Option periods to be exercise at the discretion of the Government. NAVSUP Fleet Logistics Center San Diego requests responses from qualified sources capable of providing: Work boots and turnout boots for firefighter personnel for the Commander Navy Region Southwest in accordance with the attached solicitation. The Governments maximum quantity of boots ordered during a one period is 225 units (pairs of safety shoes).The Buy American Act is applicable to this procurement. This combined synopsis/solicitation will close at 12:00 PM Eastern Standard Time on Monday 20, April 2020. Oral communications are not acceptable in response to this notice. Quotes are being requested from sources that can deliver the required “Brand Name” items and in “All or None” basis. The Statement of Work is being provided as Attachment 1. Vendor quote shall include: (1) item prices (unit and extended price), Period/CLIN total price, and overall total price (Base plus Option periods); (2) supporting information such as item/product specifications of “Brand Name” being offered; (3) verifiable Past Performance Information using the attached Past Performance Information Form; and, (4) Entity information such as point of contact information, CAGE/DUNS code, etc. Each response must clearly indicate the capability of the Offeror to deliver all the requirements. Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at sam.gov. Questions on this solicitation shall be submitted to the Contract Specialist via email. The Government will attempt to answer all questions in timely manner and will be made available publicly. However, question(s) submitted near the solicitation closing date may not provide sufficient time for the Government to respond. Therefore, offerors are hereby directed to submit question(s) not later than 12:00 PM Eastern Standard Time on Friday April 17, 2020. Schedule of Supplies: See Attachment 2 Schedule/Safety Boots. Delivery is F.O.B. Destination. Delivery Location and acceptance is in San Diego, California. Unless otherwise specified, the contractor is responsible for the performance of all inspection requirements and quality control.
