The Naval Supply Systems Command Fleet Logistics Center Norfolk intends to award a single firm-fixed-price IDIQ contract for test and evaluation services supporting Operational Test and Evaluation Force, Air Test and Evaluation Squadron ONE (VX-1), with the primary performance location at Patuxent River, MD, and potentially other locations within and outside the continental U.S. The contract will be a service-disabled veteran-owned small business set-aside, competed under FAR Parts 12, 15, 16.5, and 19.14. Services are expected to commence on/around 30 October 2026 and continue through 29 October 2031 for the five-year basic ordering period, with an option to extend through 29 April 2032. The contractor will support test design, planning, modeling and simulation, aircraft coordination, execution, and post-test reporting to evaluate operational effectiveness and suitability per the Operational Test and Evaluation Manual. Interested responsible sources may submit proposals, and offerors must self-certify that their principals are not suspended, debarred, or ineligible for federal contracts.

The Navy seeks qualified sources for a firm-fixed-price, indefinite-delivery/indefinite-quantity contract to provide technical and analytical support for operational and integrated testing of Naval systems. Performance will primarily occur at NAS Patuxent River, MD, with travel required throughout the U.S. and overseas, including at sea. The anticipated period of performance includes a five-year ordering period starting around 30 October 2026, with an optional six-month extension. Responses are due by 11:00 AM EST on 16 June 2026.
