Solicitation Posting for ROTHR DDRx Sustainment Support Services- Sole Source
The NAVSUP Fleet Logistics Center Norfolk Philadelphia Office intends to acquire system sustainment support services for Digital Receivers (DDRx) supporting the Relocatable Over-the-Horizon Radar (ROTHR) system. The services include repair, engineering support, maintenance, and technical support for systems located in Texas, with possible future support for Virginia and Puerto Rico. The Government anticipates a contract with both Firm Fixed Price and Cost Plus Fixed Fee elements and intends to solicit and negotiate solely with BAE Australia Limited. This sole-source approach is due to proprietary technology and international agreements preventing other contractors from performing the required sustainment services. Challenges to this sole-source determination may be submitted to the specified point of contact for government consideration.
This is a sources sought notice for system sustainment support services for proprietary Digital Receivers (DDRx) used in Relocatable Over-the-Horizon Radar (ROTHR) systems. The required services include maintenance, technical support, software support, and asset retrograde for systems located in Texas, with possible future support for Virginia and Puerto Rico. The work is constrained because the BAE Australia proprietary technology and a U.S.-Australia Memorandum of Understanding prevent any other contractor from performing these sustainment services. The anticipated period of performance for the primary contract is from 26 June 2026 to 25 June 2027, with four one-year options. This synopsis is a market research survey to determine the availability of capable sources, and interested vendors must submit a capability summary addressing how they can overcome the stated proprietary and legal challenges.
