The Navy seeks a contractor to provide a web-based public safety management software and turnkey support for its Law Enforcement Officers Safety Act (LEOSA) Program, serving over 14,000 users across 70 installations in 10 CONUS and OCONUS regions. The contractor must verify applicant eligibility, produce and deliver LEOSA credentials, and implement a marketing plan targeting veterans. This is a no-cost contract where the contractor generates revenue solely from application fees paid by individual applicants, with no government reimbursement. The procurement is intended as a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside or sole source.
