The Naval Supply Systems Command Fleet Logistics Center Norfolk intends to award a sole-source contract to Maryland Broadband Cooperative for replacing dark fiber cables and securing Indefeasible Right of Use (IRU) maintenance and repair rights for a new fiber extension. This is a notice of intent only and is not a request for competitive proposals, nor will it be set aside for small business. The work will replace aging sub-river fiber optic infrastructure, more than 30 years old, connecting the U.S. Naval Academy to the North Severn side of the campus, eliminating a single point of failure and improving service reliability. The anticipated award date is no later than September 30, 2026, with delivery also required by September 30, 2026. Performance will occur in the U.S. Naval Academy area, specifically across the Severn River to the North Severn campus side.
