The Navy intends to award a small business set-aside, firm-fixed-price purchase order for a commercial, web-based cybersecurity training and certification platform (SaaS) to support the National Defense University's College of Information and Cyberspace. The platform must provide immersive hands-on cyber labs, realistic lab environments, structured learning pathways, cyber range exercises, and certification preparation to support Joint Professional Military Education and DoD cyber workforce development. Procurement will be conducted as a commercial item under FAR Part 12, with a single award on a best-value basis where technical merit is considered more important than price. The RFQ is expected to be issued electronically on SAM.gov no earlier than August 26, 2026, and interested parties are responsible for monitoring that site for the posting and any amendments. Offerors must be registered in SAM and submit a quote through the solicitation process; paper, fax, or email copies of the solicitation will not be provided.
