The requirement is for a sole-source conference venue at the Kellogg Conference Hotel on Capitol Hill at Gallaudet University, which is within 10 miles of the Pentagon and accessible to DC-area speakers. The venue must support 120 personnel in classroom and breakout spaces, with lodging, dining, fitness facilities, meeting spaces, and security provided by Gallaudet's commissioned Special Police Officers and medically trained dispatchers. It must have access to an athletic field usable as a helipad for medical evacuation. Services are required from 20 to 25 September 2026. The hotel is the only venue that meets all mission requirements, as other assessed venues could not.
