The GFM/NRRE program provides the Navy’s authoritative systems for Global Force Management Data Initiative requirements and readiness assessment/reporting, supporting commanders, JCS, Combatant Commanders, CNO, NCA, and Congress. This is a service acquisition task for highly specialized System Engineering and Technical Assistance (SETA) to the GFM/NRRE Program Management Office at U.S. Fleet Forces Command (USFF). The SETA support includes FAR 9.505-1 activities such as determining specifications, resolving interface problems, developing test requirements, evaluating test data, supervising design, developing work statements, determining parameters, directing other contractors, and resolving technical controversies. The contractor will support operations and sustainment, systems engineering, software design/development, integration, testing, evaluation, installation, training, life cycle maintenance, program management, and acquisition management for the GFM/NRRE Program of Record. Because these systems are vital to operational readiness and mission effectiveness, loss of integrity or availability is unacceptable and could cause immediate and sustained loss of mission effectiveness.

The GFM/NRRE program provides the Navy’s authoritative systems for readiness reporting and compliance with Title 10 requirements, supporting commanders’ operational and contingency planning. It supports the Joint Chiefs of Staff, Combatant Commanders, CNO, and GFM decision processes, and is the basis for reporting Navy readiness to the National Command Authority and Congress. The Navy requires a service acquisition for System Engineering and Technical Assistance (SETA) to the GFM/NRRE Program Management Office at U.S. Fleet Forces Command (USFF). The contractor must provide highly specialized SETA services under FAR 9.505-1, including specification determination, interface problem resolution, test requirements, test data evaluation, design supervision, work statement development, parameter determination, direction of other contractors, and technical controversy resolution. These services support operations and sustainment, systems engineering, software design/development, integration, testing, evaluation, installation, training, life cycle maintenance, program management, and acquisition management for the GFM/NRRE Program of Record as the CNO’s Executive Agent.
