The GFM/NRRE program provides authoritative Navy systems for Global Force Management and readiness reporting, supporting commanders, JCS, Combatant Commanders, CNO, NCA, and Congress under Title 10 requirements. The Navy seeks a service acquisition contractor to provide System Engineering and Technical Assistance (SETA) to the GFM/NRRE Program Management Office at U.S. Fleet Forces Command (USFF). The required SETA services are highly specialized, per FAR 9.505-1, and include specification development, interface problem resolution, test requirements and evaluation, design supervision, technical direction, work statement development, parameter determination, direction of other contractors, and technical controversy resolution. The contractor will support operations and sustainment, systems engineering, software design/development, integration, testing, evaluation, installation, training, lifecycle maintenance, program management, and acquisition management for the GFM/NRRE Program of Record as CNO’s Executive Agent. The systems are mission-critical, and loss of integrity or availability could cause immediate and sustained loss of mission effectiveness.
