SOURCES SOUGHT NOTICE This Sources Sought is for informational purposes only. This is not a Request for Proposal (RFP). It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by Respondents to this notice is strictly voluntary. DESCRIPTION The U.S. Naval War College (NWC) requires two (2) on-site contractor Command Pay and Personnel Administrators (CPPAs), who shall support all pay, personnel, and transportation-related functions for active-duty Navy staff, faculty, and students. See attached, DRAFT Statement of Work (SOW) for additional details. SCOPE Place of Performance: U.S. Naval War College, Newport, Rhode Island 02841 Period of Performance: One year from date of award. One option year will be included. Total duration of the contract is two years (if option is exercised). RESPONSE INSTRUCTIONS Interested Parties are requested to provide the following: 1.Name of Organization, CAGE Code, Business Size Status (under NAICS 921190), Telephone Number, Address, and Email address for the primary Point of Contact. 2. A Capability Statement describing the Organization’s capabilities, history and experience performing the required tasking described within the SOW. 3. Contract vehicles that would be available to the Government for the procurement of these services, such as General Services Administration (GSA) Federal Supply Schedules (FSS), GSA OASIS, or any other Government Agency contract vehicle. (This information is for Market Research only and does not preclude any company from responding to this notice.) 4. Rough Order of Magnitude (ROM), to include Firm Fixed Price (FFP) for two (2) on-site, full time CPPAs, including one base year and one option year. 5. Responses are limited to no more than (NMT) 4 pages; 11-pt font minimum. 6.
