REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT NOTICE (SSN). This is a Request for Information (RFI)/Sources Sought Notice (SSN) pursuant to FAR Part 10 (Market Research) and is not a pre-solicitation notice or solicitation for proposals/quotations. This submission shall not be construed as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services, nor does its issuance in any way restrict the Government as to its ultimate acquisition approach. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice. Any information provided by the Government at this time is preliminary and may be updated or changed prior to release of a formal solicitation. Your response to this Sources Sought Notice will be treated as information only and part of market research and will not be shared outside of the Government. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This RFI/SSN is being issued by the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Pentagon Directorate on behalf of the US Naval Community College (USNCC) Quantico, Virginia. The NAVSUP FLC Norfolk, Pentagon Directorate is looking to identify potential sources capable of meeting the Government’s minimum requirements for contractor support to create and manage a Virtual E-Commerce/ Storefront website, which will create, provide and deliver USNCC brand and promotional merchandise to members of the U.S. Navy. The expected North American Industrial Classification System (NAICS) code is 323111 and the small business standard is 650. It is expected that the resultant award will be made under a Firm Fixed Price (FFP) effort. NOTE: The NAICS Code may change based on the ongoing market research. Included with this RFI is the draft Performance Work Statement (PWS) associated with this effort for reference when responding to this RFI. The purpose of this notice is an opportunity to obtain industry feedback and/or suggestions to be included on a future PWS. The goal is to utilize that feedback in the enhancement and improvement of the final PWS, and solicitation that will be developed as a result. Industry is also requested to provide suggestions as to the best way they feel the Government can evaluate potential offerors/quoters - a technical response will be a part of any new requirement resulting from this notice, and any industry ideas and insights along these lines would be greatly appreciated. Lastly, industry is requested to provide any ideas as to how competition can be enhanced. Reponses may cover any topic considered important and are not restricted to the suggested topics herein. Firms offering a system and/or possessing the requisite skills, resources and capabilities necessary to perform the stated requirement are invited to respond to this RFI providing industry feedback to the draft specification/PWS. Submissions are not to exceed five (5) typewritten pages in no less than 12 font size. The submission should include a capability statement based on the following information and reference N0018925RFI02: 1. Company name, address, and point of contact with corresponding phone number and e-mail address. 2. DUNS number, Cage Code, business size and classification, and NAICS Code for this Service Requirement. 3. Capability statement displaying the contractor’s ability to provide ALL the required services described in the attached Performance Work Statement (PWS). 4. An indication if the item or service is available under a GSA Schedule contract or other existing contract vehicle. 5. Any information that is an industry standard and not particular to your company including performance standards and/or practices that may be considered for this requirement. All responsible sources may submit a response which shall be considered by the NAVSUP FLC Norfolk, Pentagon Directorate. Please restrict all responses to non-proprietary information, and be advised that all submissions become Government property and will not be returned. Responses should be submitted to NAVSUP FLC Norfolk, Philadelphia Contracting Office - Mr. James McDevitt - Code 221.1 only via email at: james.h.mcdevitt.civ@us.navy.mil. Responses should be submitted no later than 4:00 PM Eastern Time. (EST) on 14 March 2025. No facsimile responses will be accepted. The Government will not reimburse a Contractor for any costs associated with preparing or submitting a response to this notice. Submissions will not be returned.
