THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES This is a combined synopsis/solicitation in accordance with FAR Part 13 for commercial services, as supplemented with FAR Part 12 and additional information included in this notice. The solicitation number for this action is N0018925QZ683. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. Provisions and clauses in effect through Federal Acquisition Circular 2025-03 and DFARS Publication Notice 20250117 are incorporated. It is the contractor’s responsibility to be familiar with the applicable clauses and provisions. Paper copies of this solicitation will not be available. This synopsis shall be posted on both SAM and NECO (https://www.neco.navy.mil). The proposed contract action is for commercial services in which the Government intends to solicit and negotiate with only one source, Van Allen, LLC; Cage Code: 77AE8, IAW FAR 13.106-1(b)(1). The proposed acquisition is for professional accreditation support for Middle States Commission on Higher Education (MSCHE) accreditation and National Advisory Committee on Institutional Quality and Integrity (NACIQI, Department of Education) approval in support of the United States Naval Community College. The NAICS Code is 541990 and the Small Business Size Standard is $19.5 million. Quotes are not being accepted in response to this document. The NAVSUP Fleet Logistics Center (FLC) Norfolk, BUMED/FM and C Directorate intends to acquire on a sole source basis via a Firm- Fixed Price contract with one (1) twelve (12) month base period and two (2) twelve (12) month option years. The Period of Performance is as follows: Base Period: 07 July 2025 - 06 July 2026 Option Year I: 07 July 2026 - 06 July 2027 Option Year II: 07 July 2027 - 06 July 2028 The awarded contract for the above requirement is for a commercial service for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1), soliciting from a single source. Interested parties may identify their interest and capability to respond to future similar requirements; however, this notice is not intended to be a request for competitive quotations from any source. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on response received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice.
