The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit and negotiate a Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for BENZOYLECGONINE BZE immunoassay reagent kits in support of The Department of Defense’s (DoD) Drug Demand Reduction Program (DDRP). The Government intends to solicit this requirement unrestricted using the procedures in FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. The Small Business office has reviewed this market research and concurs with the acquisition strategy identified herein. Award will be made on a best value (trade-off) basis. The Department of Defense (DoD) Drug Demand Reduction Program (DDRP) was mandated in 1981, with a mission to enable operational readiness, safety, and security of the DoD by deterring illicit and prescription drug abuse through robust and dynamic drug testing; emerging drug threat surveillance; prevention, education, and outreach efforts; and development of new testing procedures. The DDRP requires military and civilian personnel in testing designated positions to frequent, randomized drug screening and urinalysis tests. As such, DDRP requires BENZOYLECGONINE (BZE) immunoassay reagent kits for use with currently installed Beckman Coulter AU5800 series systems. The reagents shall be capable of detecting BZE in human urine samples. The ordering period for this acquisition is anticipated to begin on 01 January 2026 and continue through 31 December 2030. The proposed contract will contain a five-year ordering period. The Product Service Code (PSC) and North American Industry Classification System (NAICS) codes applicable to this requirement are 6550, and 325413 respectively. The Small Business size standard associated with 325413 is 1,250 employees. The solicitation will be made available electronically upon its release at the Navy Electronic Commerce Online (NECO) website, www.neco.navy.mil and sam.gov. It is anticipated that the solicitation will be released on or about 26 September 2025. Paper copies, faxed copies, or email copies of the solicitation will not be provided Interested parties are solely responsible for monitoring the above website for posting of the RFQ and any amendments. The Government will not pay for the information received. It is anticipated the solicitation will be released 1 day after this synopsis. The closing date for the receipt of offers will be set forth in the RFQ. Offerors must be registered in the System for Award Management (SAM) database in order to be considered for award.
