THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR 13, Simplified Acquisition Procedures and FAR Part 12, as supplemented with additional information included in this notice. Provisions and clauses in effect through Federal Acquisition Circular 2024-05 are incorporated. It is the contractors responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at: https://www.acquisition.gov. This announcement constitutes the only solicitation; a written solicitation will not be issued. Paper copies of this solicitation will not be available. This synopsis shall be posted on both SAM (https://www.sam.gov) and NECO (https://www.neco.navy.mil). The proposed contract action is for commercial services in which the Government intends to solicit and negotiate with only one source, BioMerieux Inc; Cage Code: 4S002, IAW FAR 13.106(b)(1). The proposed acquisition requires fully qualified field engineers and technicians who have undergone Originial Equipment Manufacturer (OEM) training to perform services on Asset Serial Numbers: VK2C10094, 0A011241, SP11845, DB10134, MXL2343SWX for USNS MERCY. The NAICS Code is 334516, PSC-H999 and the Small Business Standard is 1000. Proposals are not being accepted in response to this document. The NAVSUP Fleet Logistics Center (FLC) Norfolk, BUMED/FM AND C Directorate intends to acquire on a sole source basis supply via Firm Fixed Price contract. The awarded contract for the above requirement is for a commercial services, for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part 13.106-1(b) - soliciting from a single source. Interested parties may identify their interest and capability to respond to future similar requirements; however, this notice is not intended to be a request for competitive quotations from any source. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on response received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice.
