The Fleet Logistics Center Norfolk, Contracting Department, Philadelphia, intends to procure Preventive Maintenance and Calibration services for the BACTEC FX Blood Culture Analyzer on a sole source basis. This service is essential to ensure the accuracy, reliability, and proper functioning of the equipment. It is anticipated that a Firm Fixed Price (FFP) purchase order will be awarded following the procedures outlined in FAR Parts 12 and 8.4. The applicable NAICS code for this procurement is 334516, with a corresponding size standard of 1,000 employees. This procurement will be conducted as a sole source acquisition under the Simplified Acquisition Threshold, in accordance with FAR 8.405-6. A Sole Source Justification (SSJ) has been signed and approved pursuant to FAR 6.302-1, citing sole source authority. The selected vendor is uniquely qualified as the sole source, holding exclusive proprietary rights over the design, software, and maintenance protocols of the BACTEC FX Blood Culture Analyzer. As the Original Equipment Manufacturer (OEM), this vendor has exclusive access to all technical documentation, diagnostic tools, specialized training, and proprietary replacement parts necessary for servicing and maintaining the system. Maintenance must be performed strictly according to proprietary standards, which are not available to or licensed by any third-party providers. This acquisition is conducted under the authority of 41 U.S.C. 1901, utilizing Simplified Acquisition Procedures for Certain Commercial Products and Services as implemented by FAR 13.501(a). The procurement will adhere to the Simplified Acquisition Threshold and ordering procedures set forth in FAR 8.405-6 and FAR Part 13. The Government reserves the sole discretion to determine whether to compete this procurement based on any responses received. No proposals are being accepted in response to this notice. However, interested parties may express their interest and capability to support future similar requirements. This notice does not constitute a request for competitive quotations. Any information submitted in response will be used solely to assess the need for competition. The Government will not compensate for any information provided.
