This is a COMBINED SYNOPSIS/SOLICITATION for Sole Source Solicitation to procure 300 Adobe Acrobat Professional Software Licenses Enterprise Feature Restricted Licensing Offline for My Navy Career Center/Navy Personnel Command to use to process travel claims at the OCONUS Personnel Support Detachments locations. in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both the System for Award Management (SAM) website (https://sam.gov/) and the Navy Electronic Commerce Online (NECO) website (https://www.neco.navy.mil/). It is the government intention to solicit this requirement on a sole source basis with GovSmart, Inc. It is noted that GovSmart is a Small Business and SBA Certified HUBZone firm. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 541519 and the Small Business Size Standard is $47.0 in millions of dollars. The anticipated contract type is firm fixed price to provide 300 Adobe Acrobat Professional Software Licenses for Navy Personnel Command. This solicitation documents and incorporates provisions and clauses in effect through FAC 2024-07 and DFARS Publication Notice 20250117. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This solicitation is a request for quotations (RFQ) and is for commercial services. The RFQ number is N0018925QZ256. The NAICS code is 541519 and the Small Business Standard is $47M. The Small Business Office concurs with the set- aside determination. The Naval Supply System Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), Contracting Department Detachment Philadelphia hereby provides notice of its intent to award a sole source, firm-fixed price (FFP) service contract. The Government intends to solicit and negotiate the instant procurement on a sole source basis to GovSmart, Inc. (CAGE: 5WFZ8), pursuant to the procedures of FAR Parts 12 and 13. The sole source nature of this requirement is based on the determination that GovSmart, Inc. is the only vendor that can provide Adobe Acrobat Professional Software Licenses Enterprise Feature Restricted Licensing Offline for use by the Government as required by this acquisition. The requirement is being processed on behalf of the My Navy Career Center (MNCC)/Navy Personnel Command (NPC). Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. A Government technical point of contact for delivery will be provided at the time of contract award. The Period of Performance is anticipated to start 10 May 2025 through 9 May 2026. Only written response will be considered; all responses from responsible sources will be fully considered. This acquisition is not subject to World Trade Organization Government Procurement Agreement or Free Trade Agreements.
