The Fleet Logistics Center Norfolk, Contracting Department, Philadelphia, intends to solicit on a sole source basis with Hamilton Company to provide STAR and STARlet systems to the Department of Defense (DoD) Drug Demand Reduction Program (DDRP). The Navy intends to solicit for a Firm Fixed Price contract. This procurement is a sole source acquisition with Hamilton under the authority of FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The applicable NAICS code for this requirement is 334516. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement no later than 29 September 2025. A determination by the Government not to compete with this proposed order based upon responses to this notice is solely within the discretion of the Government. The Fleet Logistics Center Norfolk, BUMED Directorate is seeking information, from responsible sources, to gain knowledge of potential qualified business sources capable of providing the following supply items: Hamilton STAR AND STARLET Liquid Handlers The above supplies are manufactured by Hamilton Company. The supplies shall be furnished new. The North American Industry Classification System (NAICS) considered for this effort is 334516, Analytical laboratory Instrument Manufacturing. The SBA business size is 1,000 employees. All responsible sources may submit a capability statement which shall be considered by the FLC Norfolk BUMED Directorate. Product and company information, CAGE code, and Small Business status must be submitted email to jorge.e.candelabocanegra.civ@us.navy.mil. Submissions shall be received by 4:00 PM, Eastern Time, 02 April 2025 and shall not exceed two pages. This RFI is only for market research purposes. This RFI does not constitute a request for proposal, nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of response to this notice.
