This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information at FAR Subpart 12.6, using Simplified Acquisition Procedures under the commercial items found at FAR 13 as supplemented with the additional information included in this notice. The NAICS code is 611710 and the Small Business Standard is $24 million dollars. The proposed contract action is for commercial services for which the Government intends to solicit on a sole source basis with PAR. PAR a U.S. based company has been publishing trusted assessment instruments for more than 45 years to aid their customers in there crucial day to day activities. This effort will provide a specified number of on-line Cognitive and Psychopathology (Personality Assessment Inventory (PAI)) assessments. The PAI assessment is an extremely well-regarded research-supported executive development tool that has been used by the military and law enforcement for years to collect data related to leadership characteristics. PAR has exclusive rights to administer the PAI, there is no other vendor for this assessment, therefore this requirement is being solicited on a sole source basis in accordance with FAR 13.106-1(b).
