Attn: POC TO BE DETERMINED 22 Cassatt Avenue Berwyn, PA 19312-1325 This is a COMBINED SYNOPSIS/SOLICITATION for commercial services and was prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on SAM (Sam.gov). The solicitation number is N0018925QZ050. This solicitation is a request for quotations (RFQ). The solicitation documents and incorporates provisions and clauses in effect through FAC 2025-01 and DFARS Publication Notice 20241010. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. Size Standard: The North American Industry Classification System (NAICS) Code applicable to this solicitation is 541890 and the Small Business Size Standard is $19M. The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk (FLCN), Contracting Department, Philadelphia Office hereby provides notice of its intent to award a sole source, firm-fixed-price contract for Commercial Services - in particular, for Playfly, LLC. The requirement is being processed on behalf of the Navy Talent Acquisition Group (NTAG) Golden Gate, Pacific and Southwest for sponsorship services. The Government intends to solicit and negotiate the instant procurement on a sole source basis to Playfly, LLC. CAGE: 9NKZ2), of Berwyn, PA pursuant to the procedures of FAR Parts 12 and 13. The sole source nature of this requirement is based on the determination that Playfly is the only vendor with its exclusive multi-year partnership with the non-profit California Interscholastic Federation (CIF) is the only source for the required services. Playfly, LLC in conjunction with CIF represents the interests of its member Sections. There are ten (10) Sections that represent geographic regions within the state of California: Central, Central Coast, Los Angeles City, North Coast, Northern, Oakland, Sac-Joaquin, San Diego, San Francisco, and Southern. Playfly LLC, in conjunction with CIF, represents 1,605 public and private member schools and more than 1,000,000 student-athletes statewide. Playfly, LLC and CIF are the sole hosts of the championship events and the only organization offering these championship sporting sponsorships available at this time to provide the Navy ample recruiting opportunities with the desired demographic for the Navy Warrior Challenge Program. This notice of intent is not a request for competitive quotes; however, responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The contractor is to provide the supply/items below. A Government technical point of contact for delivery will be provided at time of contract award. CLIN 0001 - Playfly Sport Sponsorship NTAG - FFP - 1 Lot The contractor shall provide the Sponsorship services to the Government in accordance with the Performance Work Statement (PWS). See Attachment I. The Government will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered; all responses from responsible sources will be fully considered.
