This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. This combined synopsis/solicitation SHALL be posted on both SAM and NECO (www.neco.navy.mil). The Brand Name Mandatory Solicitation RFQ number is N0018925QG145. It is the responsibility of the vendor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses (www.acquisition.gov-far) and (www.acquisition.gov-dfars) NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Groton, CT Office intends to award a Brand Name Mandatory, APC by Schneider Electric IT Corp’s Modernization, Smart UPS VT Revitalization Services for (1) Galaxy 3500, 30 kVA, 208V with ISO XFMR for (5) Battery modules with PDU 3 3 with Advantage Service Plan that includes battery installation, removal and disposal of old batteries, onsite freight and inside FOB Destination Delivery to Groton, CT 06349 for the Basic Year period of performance from 01 September 2025 to 31 August 2026. And Onsite APC (1) Year Advantage Ultra Service Plan for (4) Years and (6) Month Option Periods from 01 September 2026 to 28 February 2026 for Naval Submarine School aboard Naval Submarine Base in Groton, CT 06349. Questions must be submitted via email to sharon.j.dexter.civ@us.navy.mil no later than Wednesday, 13 August 2025 2024 at 1200 pm (Noon), EST. The Government reserves the right not to respond to any questions received concerning this solicitation after the questions receipt date. Quotes must be submitted via email to sharon.j.dexter.civ.civ@us.navy.mil by Monday, 11 August 2025 at 1200 pm (NOON) EST (Groton, CT local time). The subject service will be acquired in accordance with Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. The North American Industry Classification System code for this acquisition is 541519 and the Small Business Size Standard is 34 (millions of dollars) has been dissolved, unrestricted. This Brand Name Acquisition is Other Than Full and Open, Unrestricted, Brand Name mandatory. A request for quote will be available for download on or about 04 August 2025 at the following websites (www.neco.navy.mil) and (www.sam.gov). Potential vendors are hereby notified that the solicitation and subsequent amendments directly to the solicitation will ONLY be available by downloading the documents at the above websites. Potential vendors shall submit Solicitation N0018925QG145 and applicable amendments in accordance with the incorporated Instructions to Quoters and send via email attachment to sharon.j.dexter.civ@us.navy.mil. The Government will award based on price unless the contracting officer is aware of past performance information related to the low-price quote-offer, which indicates that the quote-offer may not represent the best value. In that case, the Government reserves the right to consider the past performance of other quotes-offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote-offer. This office will no longer issue hard copy solicitations. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the quote. Through its submission, the vendor acknowledges the requirement that a prospective awardee must be registered in the System Award Management (SAM) database before award, during performance, and through final payment of any contract resulting from this solicitation, except for award to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a vendor ineligible for award.
