The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Norfolk, VA intends to award a Brand Name firm fixed-price contract. This requirement will be solicited as other than full and open competition in accordance with FAR Part 12 “Commercial Items”, and FAR Subpart 13.5 “Simplified Acquisition Procedures for Certain Commercial Products and Commercial Services”. The Brand Name Justification is attached in the solicitation. This procurement action is for an annual subscription to a web-based Enhanced Billing Data Analysis and Reporting business intelligence tool required to conduct aggregation, analysis, and reporting of telecommunications billing data in order to improve reimbursable customer funding recapture rates, track expenditure rates, maximize buying power, provide on-time command service usage reports, and sustain auditable financial conditions.
