The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a single award, Firm Fixed Price (FFP) contract for contractor support to provide facilitator services to the Chaplain Religious Enrichment Development Operation (CREDO) located in Norfolk, Virginia. The Government will solicit and award using the policies and procedures of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items; FAR Part 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. Services are expected to commence on/around 30 March 2025 and continue through 29 March 2026 for a base period of twelve (12) months. This requirement will be solicited competitively as a 100 percent Small Business set-aside. The activity’s small business office concurs with this determination. The North American Industry Classification System (NAICS) code applicable to this procurement is 813110, Religious Organizations. The size standard is $13.0 (millions of dollars). The Product Service Code is G002. The scope of work will require the contractor to participate in the development, implementation, facilitation and evaluation of CREDO retreats, workshops, and administrative support activities. The Contractor shall provide on-site support for retreats, workshops, and assessments associated with the CREDO program as required in the Performance Work Statement. A complete RFQ package will be available by downloading the documents at the SAM website as follows: SAM.gov on or around 18 February 2025. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations. By submitting a quote, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of a quote, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
